The focus of this position is to support outreach to people experiencing homelessness in Snohomish County. This position is particularly important to assisting those living in unhabitable environments in the community to get connected to resources that lead to stable housing.
This position will be based out of the Arlington Community Resource Center (ACRC) but will travel frequently to encampments throughout Snohomish County to provide outreach and follow-up services to clients.
Principal activities:
- Provide direct outreach to unsheltered people experiencing homelessness. This includes working with partners in various municipalities, such as unincorporated Snohomish County, Arlington and Everett, to respond
- Provide case management services to outreach participants enrolled in the Encampment Resolution Project to support sustained sheltering and transition into permanent housing. Key case management responsibilities include:
- Completing intake assessments to identify client strengths, needs, and goals.
- Develop and implement individualized service plans focused on housing stability, income growth, and wellness.
- Assisting clients with housing transition tasks, including enrollment and successful transition into the ERP Subsidized Housing Program.
- Connect clients to services such as behavioral health, primary care, substance use treatment, employment programs, and public benefits.
- Coordinate care with providers and systems to ensure seamless and client-centered support.
- Advocate on behalf of clients to reduce barriers and promote long-term housing success.
- Respond to crises and support clients in problem-solving and developing self-sufficiency.
- Maintain accurate case notes, documentation, and reporting in compliance with program and funding requirements.
- Participate in case conferencing, coordinated entry meetings, and multidisciplinary team discussions.
- Build and maintain strong relationships with shelter providers, including local hotels.
- Provide harm reduction strategies for clients who are
- Ability to work collaboratively with non-profit partners, Snohomish County Coordinated Entry officials, local law enforcement and embedded social workers, and other VOAWW programs to ensure continuum of care is provided to clients experiencing homelessness and poverty.
- Perform day-to-day administrative tasks such as maintaining information files and processing paperwork within given deadlines.
- Conduct complementary work related to ACRC programming such as Foundational Community Support (FCS) and use of HMIS/Coordinated Entry, as needed to support client and program success.
- Strictly follow HIPPAA guidelines and VOAWW policies and procedures.
- Support CRC events throughout the year.
- Conduct routine site visits to closed encampment areas to provide ongoing service support in keeping encampments from re-occurring.

Qualifications
Qualifications:
- At least 2 years working with individuals and/or families experiencing homelessness or in a similar direct human services program.
- Preference for candidates with a strong understanding of the Snohomish County Coordinated Entry system.
- Preference for candidates with a certification in Peer Support
- Ability to build trust and provide high-quality case management to those living in unhabitable conditions.
- Ability to meet VOAWW Agency Driver criteria for operating VOAWW vehicles and/or transporting clients in agency vehicles. This process includes a review of driving aspect, training, and a valid Driver’s License.
- Basic understanding of trauma-informed care principles and providing strengths-based services
- Must be able to verbally communicate effectively, as well as in written communication.
- Ability to work independently with strong problem-solving skills.
- Basic understanding of MS Office products including Word and Excel. Intermediate knowledge a plus.
- Physical ability to occasionally walk up to a quarter mile on uneven terrain to reach isolated encampment areas as part of a team conducting outreach.
- Ability to navigate electronic web portal systems, email, and basic internet.
- Must be able to successfully pass a pre-employment background check.
