Position Summary

The Opportunity: Skagit Valley College (SVC) is accepting applications for a full-time Director of eLearning. SVC is nationally known for its learning communities and for a strong commitment to student success. The eLearning Director provides innovative leadership in the use of educational technologies, as well as the design, quality development, delivery, and assessment of courses offered in a variety of online modalities. While managing the day-to-day operations of the department and serving as the LMS administrator, the eLearning Director evaluates, assesses, and implements educational technology solutions, including innovative AI applications, that support faculty and students in existing and emerging online learning environments. This includes developing metrics and tools to track student success and retention in online environments. In partnership with campus instructional leadership, the eLearning Director will work to ensure best practices in the delivery of eLearning courses and programs. They will also build collaborative relationships with unit partners, including the Library and Learning Resources, to integrate educational technologies and develop professional development opportunities for faculty across modalities. This position will play a central role in improving digital accessibility in teaching and learning at Skagit Valley College.

The position currently supervises an Instructional Design & eLearning Specialist. It is part of the Libraries, eLearning, and Learning Resources collaborative unit, working closely with unit partners to create an integrated model of student learning support. The position reports to the Dean of Libraries, eLearning, and Learning Resources.

The position requires excellent interpersonal, communication and problem-solving skills, combined with a collaborative work style. This position works closely with faculty and staff to implement technology to further the mission and vision of the college, in conformance with the college's guiding principles.

Duties and Responsibilities

Online Learning Leadership & Instructional Design

  • Collaborate with appropriate campus units to employ robust approaches to technology-integrated learning that supports student learning and success; regularly assess approaches and use results of these assessments to improve programs;
  • Develop and document processes and practices that ensure SVC faculty, including associate faculty, have access to support for integrating educational technology into their teaching; regularly elicit feedback from faculty about their needs and the effectiveness of current strategies;
  • Research and evaluate technology-enabled instructional methods, including emerging AI applications, for their role in creating equitable learning opportunities while addressing potential accessibility, bias, and pedagogical concerns;
  • In coordination with the Instructional Designer & eLearning Specialist, provide workshops, individual training, and faculty development initiatives that support growth in pedagogy, accessibility, and use of online learning technologies with the aim of increasing student engagement and success;
  • Regularly review data related to student success in online courses; use this data to inform professional development initiatives and provide support for program reviews as faculty groups engage in discussions of course completion and student success data;
  • Coordinate college responses to educational technology and online learning accreditation and regulatory matters; ensure that college procedures and practices are aligned with those standards, and that the college maintains up-to-date documentation of these procedures;
  • Work with unit and campus partners on other online learning-related initiatives, such as the strengthening and labeling of low-cost and openly licensed educational materials.

LMS Systems Administration
  • Lead planning, development, operations, and policy for educational technology systems, including learning management (LMS), third-party integrations, and other learning technologies;
  • Collaborate with Information Technology Services, Institutional Research, and other relevant college units to implement strategy, policy, and procedure for systems integration, data management, and learning analytics;
  • Provide system administration and Tier 3 technical support for educational technologies;
  • Manage contracts and relationships with educational technology vendors. Collaborate with the Washington State Board for Community and Technical Colleges and other organizations to support SVC's interaction with system partners.
Digital Accessibility & Equity
  • Provide technology and training support for faculty in meeting accessibility federal (ADA, Section 508) and WCAG standards across all digital learning platforms and content;
  • Collaborate with campus partners to provide equitable access to learning technologies for all students, faculty, staff, and community members;
  • Set measurable annual goals and develop robust assessment strategies that connect accessibility improvements with the campus-wide goals of increasing student engagement, student success, and closing equity gaps.

Budget Management
  • Provide budgetary planning, organization and leadership for eLearning programs;
  • Ensure compliance with appropriate state and college accounting rules and regulations;
  • Collaborate with others on campus to bring additional resources to expand and improve eLearning initiatives;
  • Advise on fees, coding, and related functions.
Additional Duties
  • Represent the college in state, regional, and national activities to proactively manage the educational and learning technology environments in which the college functions;
  • Supervise and evaluate e-Learning staff;
  • Actively participate in continuing education and professional activities to maintain knowledge of cutting-edge technologies and educational practices;
  • Participate in campus-wide and community activities;
  • Hours of work include some weekends and evenings;
  • Perform other related duties as assigned.

Qualifications

Minimum Qualifications

  • Master's degree in a relevant field OR an equivalent combination of education and experience that demonstrates the candidate meets all competency requirements for this position;
  • Three (3) years of experience managing, supervising, and supporting learning management systems, including integration of externally provided software packages;
  • Experience with Quality Matters or other instructional design quality standards;
  • Demonstrated leadership with an emphasis on collaboration.

Preferred Qualifications
  • College-level teaching experience;
  • Five years of progressively successful administrative experience in the areas of eLearning, teaching, curriculum development and design, support and coordination.

Salary, Benefits, Conditions of Employment, Application Procedure, About SVC

Salary and Benefits:

  • Annual salary rate for this twelve-month, 100% full-time position is $85,000 - $90,000 annually, depending on experience;
  • Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon as practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
  • This position is exempt from civil service. This position is eligible for overtime.
