The Opportunity: The Student Conduct Manager is responsible for the overall support, management, and operations of the Skagit Valley College Student Code of Conduct. This position will provide case management for students participating in the student adjudication process as determined by the Student Code of Conduct. The Student Conduct Manager will provide consultation and guidance for employees who work with students of concern by assisting and assessing student behaviors as needed, and connecting students to campus and community resources. This position will administer the student conduct process, manage students to support retention and completion, and maintain a safe and inclusive learning environment. Reporting to the Associate Dean of Compliance and Title IX, this position will provide culturally responsive education and training for Skagit Valley College students and employees as it relates to the Student Code of Conduct.
This is a full-time, benefits-eligible position working 40 hours per week, 12 months a year.

Duties and Responsibilities

Administrative & Supervision
- Coordinate and administer the student conduct process and procedures;
- Investigate alleged violations of the student code of conduct, adjudicate student conduct cases, schedule and manage student conduct meetings and hearings using SVC’s student conduct process and procedures. Determine and communicate student conduct process, procedures, sanctions, and conditions to students;
- Assign case work to and supervise supplemental conduct investigators as needed;
- Provide support and guidance to employees, addressing office and classroom issues and concerns;
- Serve as a Behavioral Intervention Team (BIT) member and collaborate with colleagues to effectively track cases that fall into additional reporting areas (bias, safety, Title IX, etc.);
- Serve as a lead student conduct investigator for the college, and support investigations in other areas that may arise;
- Collaborate closely with the Title IX office and staff for cases that span across both areas;
- Ensure information is captured and managed in compliance with college, state, and federal regulations and requirements;
- Field, screen, triage, and manage intake and communications to all parties;
- Develop and manage Student Conduct website information;
- Provide support and administer the college’s registered sex offender notification policy and procedures in collaboration with the Vice President of Student Services;
- Manage the Maxient Student Conduct Management Platform.
- Review and update, as needed, Student Code of Conduct annually through the Code Revisers process, making sure all relevant webpages and documents are also updated.
- Manage the Anti-Hazing/Sam’s Law and the “Stop Campus Hazing Act” requirements.
Program Development- Participate in the development of programs focused on the prevention of improper student conduct-related behaviors, positive student conduct process outcomes, and training on how to access and interact with the student code of conduct for faculty and staff;
- Participate in the development of programs, including evaluation of annual goals and objectives in alignment with the College’s strategic plan;
- Develop, facilitate, and evaluate training programs for employees and students. Develop culturally responsive communication materials, using a variety of media formats to support outreach efforts with faculty;
- Provide assistance to/collaborate with the Associate Dean in community standards and training.
- Remain current and trained on standard and best practices, emerging strategies and interventions, and research at the local, state, federal, and international levels, supporting the reduction of threats to the campus community and connecting students of concern to the supports necessary to enable their retention and success;
- Represent the college at state-wide and professional meetings and serve on committees as needed;
- Participate in resource development and grant writing.
Assessment- Assist in the development, deployment, and evaluation of reporting and decision-making protocols to proactively identify and engage in culturally responsive interventions;
- Perform data retrieval and analysis for services improvement processes using conduct case reviews best practices;
- Manage databases related to processing student conduct cases;
- Manage all student-level data of Student Conduct. Ensure accuracy and clearly communicate all data analytics on incident reports and cases. Prepare narrative and/or statistical reports regarding program operations and evaluations;
- Perform other duties as assigned or delegated by the Associate Dean of Compliance and Title IX.

- Maintain confidentiality of all conduct cases and identities of those involved;
- Proficiently use MS Office, SMS, Target X software, and ctcLink;
- Prioritize and manage time effectively and meet deadlines;
- Perform assigned duties in a manner consistent with applicable laws, regulations, and goals of the institution, community, and technical college system.
Qualifications

Minimum Qualifications
- Bachelor’s degree or equivalent experience;
- Demonstrated experience with student conduct investigations and adjudicative hearings, or similar investigative and adjudicative hearings experience;
- Demonstrated experience and competency working with diverse communities;
- Demonstrated experience and familiarity with student development theories and best practices.
Preferred Qualifications- Master’s degree from an accredited institution;
- At least one year of experience with conflict management and student conduct management;
- Knowledge of higher education law (including Title IX, Clery Act, Campus SaVE, and VAWA), student development, and student conduct programs;
- Knowledge of and experience with Restorative Justice Theory and Practice.

Salary and Benefits:
- Annual salary rate for this twelve-month, 100% full-time position is $76,735 annually, depending on experience;
- Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon as practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
- This position is exempt from civil service. This position is eligible for overtime.
