Position Summary:

Plans, organizes, and manages the Agency's operations staff and activities including Fixed Route, Paratransit and Dispatch. Actively engages with Agency’s labor relations for contract negotiations, discipline, etc. Ensures the efficient, cost-effective, and customer-oriented delivery of transit services to the community.  Serves as a member of the Agency’s management team.

Duties and Responsibilities

• Provide strategic planning, direction, goals and objectives to ensure efficiency of Skagit Transit’s services
• Lead and direct Operations Supervisors, Fixed Route and Paratransit Coach Operators, Dispatchers, and Paratransit Eligibility Staff
• Manage, mentor and develop operations staff
• Make hiring, termination and disciplinary decisions and recommendations
• Plan, develop, coordinate and implement service planning including route structures, route schedules and timetables based on a comprehensive evaluation of requests for service and ridership statistics
• Analyze data and make recommendations regarding expanded, reduced or altered services and provide narratives and statistical justifications as requested
• Facilitate technology, facility and equipment updates and implementation of programs pertinent to the maintenance and improvement of transit services
• Participate the Agency’s capital improvement planning
• Engage in the Agency’s labor relations program including contract negotiation, administration of collective bargaining agreement, grievance investigations and arbitration proceedings 
• Research and provide documentation for grievance responses
• Administer discipline, conduct Loudermill hearings and recommend disciplinary actions related to operations staff when appropriate
• Confer with appropriate managers and staff regarding vehicle service maintenance and repair needs, safety and training issues, documentation, reports and other areas related to operations
• Maintain, control and advise the Director of Maintenance and Operations of the department budget shortcomings and amendments as necessary
• Present proposals and recommendations regarding budget allocations and expenditures as requested
• Prepare and submit requests for supplies, equipment and additional staff as appropriate
• Organize, review and evaluate customer service functions for the Agency including receiving and resolving complaints concerning operations functions
• Develop and implement improved customer service processes
• Ensure compliance with established Agency safety policies and procedures, state and federal regulations and other related requirements designed to protect the health and safety of transit passengers and operators
• Investigate accidents and incidents reporting on safety deficiencies and implementing corrective action plans as appropriate
• Ensure compliance in all areas of ADA and HIPAA rules and regulations
• Oversee and participate in the preparation and maintenance of comprehensive logs, records, reports and databases related to Agency operations
• Prepare and maintain statistics to facilitate service development and evaluate effectiveness
• Provide technical expertise, guidance and assistance to operations personnel in resolving difficult service coordination issues
• Prepare detailed specifications in support of the purchase of transit vehicles
• Prepare and present oral and written reports to the Director of Maintenance and Operations regarding operations issues providing background and explanatory materials and responding to questions in formal meetings as required
• Respond to emergency situations as needed during all hours of transit service
• Work with local EMS as required under policy
• Manage projects as designated by Director of Maintenance and Operations
• Perform other related duties as assigned

Minimum Qualifications

Any equivalent combination of education and experience that provide the knowledge, skills and abilities required to successfully perform the job. A typical way to meet this requirement would be:

• Bachelor’s degree in management, public administration or other job-related field
• 5 years of increasingly responsible experience in public or general administration
• 5 years of experience in supervisory capacity
• Valid Washington State Driver’s License
• Maintain acceptable driving record
• Must maintain CDL B with passenger endorsement as a required condition of employment
• Experience with Labor Relations preferred
• Experience with Microsoft Office Suite, Streets, Trapeze, and other transit programs preferred
