Summary

Serves as Supervisor-in-charge of the Jail facility on a designated shift; directs and instructs assigned Correction Deputies; develops shift work schedules, makes assignments of Deputies, and assures coverage fore absences; monitors performance of individuals to assure effectiveness.

Coordinates all operations of the jail in the receipt, booking, custody and care of inmates under jurisdiction of the Sheriff in accordance with established policies, procedures, and directives. Assures the fair and reasonable treatment of inmates and maintenance of proper discipline.

  • Salary upon hire is Step 1 ($55.20/hr.) (Base).
  • Progressive increases are based on years of service with Skagit County, up to 3 total steps (Top Step $59.70/hr.) (Base). Depending on Shift/Premiums/Education, Step 3 can currently go up to $64.78/hr.

Essential Functions

Develops shift schedules and assignments for Correction deputies to assure proper deployment. Arranges for coverage for vacations, holidays or other absences.

Directs work activities of subordinates. Monitors work activities of assigned employees and assures conformance with established policies and practices.

Monitors and evaluates job performance of assigned personnel based on the job description, policy and procedures manual, and established guidelines, to assure effectiveness of performance; recommends to Corrections Lieutenant, or Sheriff when commendation, reprimands, discipline, or other personnel actions appear necessary.

Reviews reports, logs and other records prepared by assigned personnel to assure accuracy and adequacy in accordance with established department standards.

Reads and assures compliance of the Skagit County Lexipol Policy Manual and directives.

Reads and interprets laws and ordinances such as RCW 70.48, City/County Jail Act, the Skagit county Jail Standards, and RCW Chapter 9A, Crime and Punishment, in order to immediately determine application of law to any incident encountered and to advise and assist assigned personnel in interpretation and application.

Assesses the sensitivity and complexity of any incident to decide expeditiously the course of action to take and, within established guidelines, at what point it should be turned over to the Corrections Lieutenant.

Maintains awareness of trends or patterns of activity which could affect jail security or other law enforcement activities; plans corrective action and implements as authorized by the Corrections Lieutenant.

Maintains liaison with City Police Departments within the County, State Patrol, Federal law enforcement Agencies and relevant community service agencies.

Assures that arresting officers are apprised of changes to the jails policy and procedures which affect the booking of prisoners.

Maintains continuous awareness for need for improvements in department procedures, work methods, techniques, and devices. Makes recommendations to the Corrections Lieutenant and implements those recommendations as authorized. Resolves ordinary problems encountered in shift operations and refers to the Corrections Lieutenant when appropriate.

Assures that department's equipment is maintained and operated properly by assigned personnel.

Assures that jail equipment is maintained and operating properly.

Assigns and/or assists the transport of inmates/arrestees to and from Court and other facilities outside of jail.

Acts as Court Liaison Officer for Superior and District Courts.

Assures maintenance of security of inmates/arrestees during court appearances.

Acts as Supervisor-in-charge of the jail's disciplinary committee. Receives notification of major infractions committed by prisoners, within guidelines, determines appropriate action or makes recommendations to Corrections Lieutenant(s) for disciplinary action to be taken.

Investigates any incident in the correction facility and takes action, within guidelines, or refers to Chief Corrections Deputy or Corrections Lieutenant(s).

SUPERVISORY:

Direct supervision of Corrections Deputies and other Sheriff’s Office personnel of less than supervisory rank that may be assigned.

Minimum Qualifications

  • Two years experience as a Skagit County Corrections Deputy and a minimum of three years as a Corrections Deputy/Officer.
  • Successful completion of Civil Service requirements for the position.

Requires knowledge of:

  • Technical and administrative phases of criminal identification, record keeping and care and custody of prisoners.
  • Modern principles, practices and methods of jail administration, organization, operation, criminal identification and investigation.
  • The rules, regulations and procedures of the Sheriff's Department and laws pertaining to the State of Washington and Skagit County.
  • The behavior of criminals and causes underlying criminality.
  • Fundamental principles and modern practices of administration, and personnel management

Requires the ability to:

  • Carry out special and general assignments requiring organization of material and development of procedures without direct supervision.
  • Analyze complex County Jail problems and to adopt quick, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.
  • Plan, assign, supervise and review the work of subordinate personnel and create a positive work environment.
  • Command respect for the Sergeants position.
  • Work effectively with all department personnel to maintain high morale and discipline.
  • Establish and maintain effective working relationships with elected officials, County employees and the general public.
  • Speak and write effectively, and to evaluate written and oral reports and make recommendations for improved services.
  • Understands the mission of the Sheriffs Office Corrections Bureau and is willing to work to positively forward the mission and goals.

Licenses and/or Certifications:

Valid Washington State Driver's License.

Valid First Aid Card.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is typically performed in the County Jail but some duties outside the jail are required. Physical hazard is present form potentially harmful inmates and when performing duties. Requires working rotating shifts and days of the week.
