Assists Elections Manager in the administration of Elections. Assists in the planning, organization and coordination of election and voter registration activity for Skagit County.
- Salary upon hire is step 1 through 3 ($33.58/hr. - $35.97/hr.) dependent upon qualifications.
- Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $42.74). The Elections Lead is range 14 of the Teamsters DC, CH, Parks salary schedule.
Essential Functions
-
Lead election division employees and part-time staff.
Provide an excellent level of customer service, friendly enthusiastic service assisting and enabling the customer (individuals within the department, the county structure and the citizens that call upon you) to achieve their goals or task.
Coordinate and track timelines and deadlines for all aspects of election and voter registration activity with Election Manager and other staff to ensure compliance of assigned tasks.
Coordinate election calendar and schedule necessary activities with County Canvassing Board, local disability board, party observers, boundary review board, and any others as required by law.
Participate in ballot tabulation processes as directed, including scanning, resolving and report production.
Provide backup for Elections Manager in operation and maintenance of election and voter registration systems and in applications use and changes.
Responsible for timely and accurate production of election material appropriate for each election; including ballots, envelopes, inserts and voter guide information.
Ensure timely and accurate voter registration activity and provide all voters access to their right to vote.
Oversee audit compliance with Secretary of State’s official standards, including ongoing updates of policies and procedures.
Assist in the coordination of all aspects of election systems with vendors and staff including election production and tabulation systems. Manage and coordinate use of the voter registration system with the Secretary of State’s Office and/or vendors.
Maintain election records and supervise the retention and/or destruction of records and materials pursuant to state retention guidelines. Respond to public records requests in coordination with Elections Manager and records management department.
Supervisory:
As a lead this position is responsible for managing the daily work of elections department employees but does not have authority for evaluation, discipline, hiring and firing of those employees.
OTHER JOB FUNCTIONS:
Responds to inquiries from County departments and outside agencies as well as the general public.
May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.
Minimum Qualifications
-
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
- Minimum of 5 years progressively responsible experience in elections administration required.
Requires knowledge of:- Federal and State laws relating to elections
- General supervisory concepts and practices
- Various hardware and software systems
Requires the ability to:- Communicate effectively with the public and co-workers using tact, discretion, respect and courtesy to maintain effective working relationships and rapport with co-workers, employees, volunteers, and diverse members of the public.
- Work cooperatively in a team environment.
- Work independently and prioritize own work, often under tight deadlines.
- Interpret and apply federal and state election laws and procedures
- Organize heavy workload and prioritize multiple tasks under short deadlines

- Lead, train, evaluate and motivate staff
- Operate specialized hardware and software systems.
- Use 10-key and keyboard proficiently
- Use various office machines such as copiers, fax machines, etc.
Licenses and/or Certifications
Maintain a Washington State Elections Administrator certification.
Valid Washington driver’s license.
Working Conditions/Physical Requirements:
Work is performed primarily in an office environment. Occasional lifting of up to 45 pounds and ability to stand or site for long periods throughout the day. Background check may be required
Hazards:
