Plans, organizes, and supervises the construction, repair, and maintenance of roads and drainage systems within an assigned district.
- Salary upon hire is in accordance with Skagit County promotion policy.
Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $57.19/hr.). The District Maintenance Supervisor is range 18 of the General (Non-Union) salary schedule.
Essential Functions
-
Assigns and supervises maintenance workers in the maintenance, repair, and construction of roads, rights-of-way, and drainage systems in a specific District. Accurately reports daily activities and accomplishments.
Responsible for inspection and upkeep of all equipment assigned to the area and maintenance of shop facilities.
Develops daily, weekly, and monthly schedules, and selects appropriate equipment and materials to complete work according to specifications, verbal instructions, and established procedures; as necessary, adapts equipment and materials to meet specific requirements of the job.
Coordinates County-wide projects such as oiling, asphalt leveling, rock work, and emergency repairs. Provides project estimates for budget purposes.
Patrols and inspects assigned maintenance area to identify roadway hazards, right-of-way encroachments, and road maintenance needs. Inspects storm drainage systems to determine need for cleaning or appropriate repair; resolves drainage problems; supervises the elimination of blockages and makes other necessary corrections or repairs.
Assigns, supervises, and evaluates the work of maintenance staff. Advises, assists, and trains subordinates, as necessary. Participates in the selection of new employees and makes recommendations regarding the hiring, discipline, transfer, and termination of subordinate employees.
Trains employees in the safe operation of departmental equipment, tools, work techniques, and skills.
Responds to emergency situations affecting road systems; supervises snow and ice removal procedures as needed; on-call as needed.
Responds to public inquiries in a courteous manner. Provides information within the scope of knowledge and authority.
Works with Department of Fisheries, Department of Natural Resources, National Park Service, Wild and Scenic Rivers, and Native American tribal councils in acquiring appropriate clearances or permits for Road Maintenance Operations.
SUPERVISORY:
This position has direct supervisory responsibilities.
OTHER JOB FUNCTIONS:
Covers for absences of Operations Division Manager as requested.
Performs related duties as assigned. Related duties as required are duties that may not be specifically listed in the Position Description but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.
Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
Five years’ of progressively responsible experience in road maintenance which includes at least one year of lead or supervisory responsibility for a public road system.
Requires knowledge of:
- Methods, materials, and tools utilized in road maintenance.
- Road maintenance equipment capabilities and limitations.
- Geography, road system, and drainage systems of the County.
- Traffic laws and ordinances governing operation of vehicles.
- Work hazards and safety procedures.
- Supervisory principles and practices.
Requires the ability to:
- Maintain close working relationships with employees and other supervisors.
- Organize and prioritize short and long-term work schedules.
- Plan, supervise, and evaluate the work of subordinates.
- Maintain accurate records.
- Communicate effectively with employees and the public.
- Operation of trucks and equipment used in roadway and drainage maintenance.
LICENSES and/or CERTIFICATIONS:
Valid Washington State driver's license.
Valid First Aid and CPR certification.
Flagging card.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
15% of work is performed in an office environment and 85% of work is in the field. Incumbent may be on call 24 hours a day during emergency operations. Must be able to walk or stand for extended periods, lift up to 50 pounds, operate vehicles and equipment, and perform physical labor.
HAZARDS:
Normal hazard found in an office environment. Exposure to extreme weather conditions, rough terrain, potential hazards from road conditions, or road machinery and equipment.
