Summary

Supervised by the Controller/Accounting Division Manager, the Accounting Technician II/III performs an array of financial functions including payroll, accounts payable, accounts receivable, and grant billing and reconciliation. Ensures compliance with county code, state laws and federal requirements regarding county expenditures. Prepares and maintains financial data for posting to general ledger, special ledgers, and other fiscal records to reflect accurate accounting and distribution of income and expenses to appropriate accounts. Accumulates specialized financial data from source documents and verifies for accuracy. Reconciles accounts and adjusts irregularities.

Distinction between Accounting Tech II and III

Upon serving at least three years as an Accounting Tech II with the Public Health Department, an employee is eligible to be promoted to an Accounting Tech III. With the approval of the Public Health Director and the Human Resources Director, two years' experience in an essentially comparable accounting position, either within Skagit County or another government entity, may substitute for two of the years. Should this be applied, the employee must serve at least one (1) year within the Public Health Department.

  • Salary upon hire is in accordance with Skagit County promotion policy.

  • Progressive increases are based on years of service with Skagit County, up to 8 total steps.

    • The Accounting Technician II is range 13 of the PROTEC Health salary schedule, the top step is $38.30/hr.

    • The Accounting Technician III is range 14 of the PROTEC Health salary schedule, the top step is $41.04/hr.

Essential Functions

Prepares vouchers for payment, tracks usage of department charge cards, verifies purchases, ensures correct general ledger and job coding, allocates costs appropriately, and resolves vendor disputes.

Assures accurate recording, balancing, and classification of all income and expenditures to proper departmental accounts in accordance with BARS and County procedures.

Prepares and maintains accounts receivable for all Public Health divisions. Bills establishments and individuals according to established procedures. Receives payments, prepares reports, and issues late fees. Monitors past due accounts, utilizes collection agency for past due accounts.

Reviews for understanding grant contracts. Maintains billing schedule in accordance to contracts and amendments.

Monitors grant expenditures and bills granting agencies monthly and quarterly. Reconciles grant ledgers against County expense/revenue reports and makes correcting entries to ensure accuracy. Completes annual grant reconciliation as assigned by the Financial Services Manager for submission to the Auditor's Office.

Communicates and reviews with grant managers regarding billing issues and solutions.

Prepares and maintains a variety of monthly reports, worksheets, and trial balances to keep management informed of the financial condition of the Department. Assists in preparation of the departmental financial reports. Responds to inquiries, providing information and data analysis.

Provides support to Division Manager during the annual audit of the Department's financial records by the Washington State Auditor's Office.

Maintains department payroll, audits timesheets to determine appropriate pay, monitors accruals and usage for annual and sick leave banks, monitors overtime, comp time accrual and usage, prepares and enters bi-monthly payroll data into payroll system. Determines when step increases are due and retroactive pay amounts for part time employees. Coordinates with the Auditor's Office to ensure accurate and timely payroll processing.

Prepares and reviews entries and documents prepared by others to insure accuracy, propriety, proper account coding, adequate explanations and other applicable information in accordance with County and State regulations. Reconciles accounts and adjusts irregularities. Audits subsidiary journals, registers, and other original entries for accuracy and propriety.

As indicated by the Division Manager, coordinates grant financial management, payroll, accounts payable and accounts receivable with Public Health Division Managers.

Prepares daily bank deposit, reconciles internal and offsite daily cash deposits, maintains petty cash funds. Responsible for annual department inventory review and reporting. May perform special projects or assignments requiring research and analysis of appropriate data to submit reports and/or recommendations to the Division Manger.

Works closely with team to meet strict deadlines. May train others. Represents Skagit County with a positive demeanor and professional work ethic.

Supervisory: None.

OTHER JOB FUNCTIONS:

Continually analyzes the various departmental accounts, financial summaries and statements, and recommends improvements or revisions in the accounting system or its procedures, as authorized. Performs other related accounting functions as may be assigned and developed. These duties may not be specifically listed in the Position Description but are within the general occupational series and responsibility level typically associated with the employee's classification of work.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:

  • High school graduate or GED.

  • Minimum two years' experience collections, accounting, banking or related field.

  • Associate degree in accounting or closely related field, preferred.

Requires knowledge of:

  • Knowledge of the fundamentals of general accounting and double-entry bookkeeping principles, and of the State Budgeting, Accounting and Reporting System (BARS).
  • Knowledge of municipal cost accounting techniques.
  • Microsoft Word, Excel and Outlook.

Requires the ability to:

  • Train other office staff and function well as a team member.
  • Ability to perform arithmetic operations quickly and accurately and to apply bookkeeping principles to the preparation and maintenance of records.
  • Ability to perform varied and complex accounting assignments under general supervision and guidance.
  • Effectively use keyboard and 10-key.
  • Ability to communicate effectively with co-workers and the public.
  • Work independently with good organizational skills.
  • Perform all assigned duties in a timely manner, with a high level of accuracy.
  • Work effectively with a computer, utilizing various spreadsheet, word processing and database software.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is performed in a typical professional office environment. Work may require sitting for long period, with occasional lifting of office equipment or files up to 40 pounds. Hand-eye coordination is needed to operate office equipment.

Hazards:

Those present in a normal office environment.
