Summary

The Juvenile Corrections Officer Supervisor is a line staff supervisor who performs the duties of a Juvenile Corrections Officer on shifts as assigned, as well as supervises Juvenile Correction Officers in the completion of line staff duties pursuant to Detention policy. The Juvenile Corrections Officer Supervisor also maintains the security of the facility and the health and welfare of all juvenile detainees, provides an orderly, positive, and secure facility for the detainees, provides for physical needs of detainees (including food service and distribution of medications), provides for immediate emotional needs of the detainees until professional care is contacted., and maintains the cleanliness of the facility.

Salary upon hire is step 1 through 3 ($34.95/hr. - $37.41/hr.) dependent upon qualifications.
Progressive increase are based on years of service with Skagit County, up to 8 total steps (top step $44.43/hr.). The Juvenile Corrections Officer Supervisor is range 15 of the Teamsters Juvenile Corrections salary schedule.

Essential Functions

  • Processes all admissions to Detention, which includes obtaining legal screening criteria, property inventory, medical/mental health screening, frisk and/or strip searches, fingerprinting, and photographing.

  • Supervises Juvenile Corrections Officers and Juvenile Corrections Officer Aides.

  • Deals with staff issues, disciplinary matters, and conducts annual evaluations.

  • Prepares and assigns Detention staff scheduling as approved by the Detention Manager.

  • Maintains security within the facility.

  • Monitors all detainees.

  • Attends to the physical and emotional needs of all detainees.

  • Implements the Detention behavioral point/level system.

  • Ensures the serving of one meal per shift .

  • Answers, screens, and directs phone contacts on weekdays, weekends, holidays, and after hours.

  • Transports detainees as required to Court appearances, to doctor, other appointments, and from other institutions, etc.

  • Maintains accurate records, including daily logs, medical records, and individual detainee files.

  • Processes all releases from Detention.

  • Assists in special Detention projects as assigned.

  • Is authorized to make specific admission, release, and strip search decisions, as outlined in Detention policy.

  • Acts as liaison to Department Administration concerning Detention issues and Detention staff work performance.

  • Reviews all Detainee incident and physical force reports as assigned by the Detention Manager.

  • Screens any use of physical force.

Supervisory:

This position has direct supervisory responsibilities over other Juvenile Corrections Officers.

OTHER JOB FUNCTIONS:

  • Ordering, stocking and inventorying supplies.

  • Food service duties.

  • Scheduling

  • Special training in the areas of suicide prevention, defense tactics, emergency procedures, etc.

  • Supervises programming, volunteers, visitors, contraband issues, and tours of facility

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:


  • High School Diploma or G.E.D
  • Two (2) years' experience in a secure Juvenile facility.
  • Completion of the Juvenile Corrections Officer Academy (80 hours)
  • Supervisory Management Training (40 hours) – required to be successfully completed prior to or within the first six months of employment, unless otherwise extended or waived, and shall be requisite to the continuation of employment.

Requires knowledge of:

  • Practices and procedures of the Juvenile Justice system and related methods.
  • Requirements for effective assessment, treatment, referral, care, and custody of juveniles
  • Regulations and requirements of local, State and federal programs addressing Juvenile Justice issues.
  • Youth intervention and prevention programming and practices.

Requires the ability to:

  • Supervise and evaluate the performance of assigned personnel.
  • Work independently.
  • Communicate effectively, both orally and in writing.
  • Use various office computer systems.
  • Use custody techniques and devices including fingerprinting, handcuffs, leg, torso, and full body restraint equipment.
  • Restrain juveniles as necessary.

Licenses and/or Certifications:

  • Valid Washington State driver's license

  • Food Handlers Card

  • CPR and First Aid certification.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is on foot most of the day and may lift up to 50 pounds. Physical requirements include excellent physical health and self-defense skills.

Hazards:

Work is performed primarily indoors. Exposure to hostile youth in Detention.
