Summary

Performs a variety of duties related to the receipt, storage, handling, documentation, and disposition of evidence and property for the Skagit County Sheriff’s Office.
Salary upon hire is step 1 through 3 ($29.62/hr. - $31.73/hr.) dependent on qualifications.
Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $37.68/hr.). The Evidence Technician is Range 11 of the Sheriff Support Guild salary schedule. Essential Functions

- Assists law enforcement officers with the seizure, handling, documentation, and intake of property and evidence obtained during warranted searches; responds to property inquiries, complaints, and requests from citizens, officers, prosecutors, public defenders, and attorneys.
- Receives and categorizes property and evidence; prepares cross-reference files and tracking forms for each item; enters and maintains property records in computerized evidence management systems; responds to property inquiries.
- Determines appropriate methods for packaging and processing evidence; marks, wraps, labels, and packages evidence; transports evidence to and from local, state, and federal crime laboratories; weighs and prepares packages and envelopes for shipment.
- Identifies property eligible for destruction; reviews case dispositions to determine appropriate disposal procedures; obtains required authorizations; photographs evidence prior to disposal; coordinates the disposal of specialty items, including controlled substances, firearms, and fireworks.
- Coordinates the sale of property; prepares items for auction; maintains accurate inventory and sales records; arranges auction pickup.
- Prepares firearms for destruction and disposal in accordance with applicable laws and department policies.
- Issues departmental supplies as required.
- Testifies in criminal and civil court proceedings regarding the chain of custody and handling of evidence.
- Coordinates vehicle transport from the county shop to the impound lot; arranges for the release of vehicles to owners, towing companies, or auction.
- Enters and maintains department records manually and electronically; establishes, maintains, and retrieves files and records.
- Operates standard office equipment, including computers, copy machines, and telephones; operates specialized equipment such as radios, cameras, video equipment, microscopes, and alarm systems.
- Redacts body-worn camera footage in response to public disclosure requests in accordance with applicable laws and policies.
- Subject to on-call and after-hours callouts as required.
- Performs related duties as required.
Employees receive general supervision from a supervisor or an administrator as assigned. Assignments are made indicating generally what is to be done. The employee carries out recurring assignments on his/her own initiative and receives additional specific instructions for new or unusual assignments.

- High school diploma or G.E.D.
- All applicants must be at least 21 years of age.
- Must be bondable.
- Must be eligible to become ACCESS Level II certified.
- One (1) year experience dealing with the care and preservation of evidence for a law enforcement agency; OR, 3 years’ experience in a Public Law Enforcement Agency; OR, experience acquired as an employee of Skagit County Sheriff’s Office with working knowledge of the Spillman public safety system.
- To be eligible for hire, applicants must pass a civil service examination. A complete background investigation, including fingerprinting and complete criminal record check, and a polygraph examination and psychological evaluation may be required. Medical supervised testing for drug use required.
This position has been determined, under WAS 365-50-560, to be of such a sensitive nature that fingerprints of employees will be required and will be used to conduct a criminal background check.

- Perform strenuous physical tasks, such as dismantling equipment and lifting heavy items.

- Establish and maintain effective working relationships with County officials, other employees, and the public.
- Read, interpret, and categorize data rapidly and accurately.
- Become certified in marijuana and controlled substance analysis.
LICENSES and/or CERTIFICATIONS:
Valid State of Washington Driver's License
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Dismantling of equipment and lifting of property and evidence items typically weighing twenty-five (25) or more pounds.
Work is performed in usual office environment and field trip throughout the County. Shift, weekend work, holidays and overtime may be required.
HAZARDS:
Normal hazards in an office environment. Exposure to people who may be angry, defensive, or volatile. Supplemental Information
