This full-time position works in the Stormwater Management Program and assists in the implementation of the County’s National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Permit. Work includes stormwater facility inspections, illicit discharge detection and elimination, spill response, public education and outreach, mapping, serving on interdisciplinary teams, and record maintenance. This position may also assist in reviewing and updating stormwater management plans and county code. Work is performed using independent judgment under the direction of the County’s Stormwater Coordinator.
This position may also provide technical and field support for Water Quality, Pollution Identification and Correction (PIC), Noxious Weeds, Surface Water, and Habitat Restoration programs within the Natural Resources Division of Skagit County Public Works.- Salary upon hire is in accordance with Skagit County promotion policy.
- Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $40.66/hr.). The Natural Resources Technician (Stormwater) is range 14 of the AFSCME Public Works salary schedule.
Essential Functions
Assist in fulfilling requirements of the NPDES Municipal Stormwater Permit requirements related to Public Education and Outreach, Illicit Discharge Detection and Elimination, Runoff Control, and Operations and Maintenance.
Responds to reports of pollutant spills/discharges and performs initial identification, source tracking, documentation, notification, and coordination of proper clean up.
Conducts annual inspections of existing stormwater facilities and coordinates with the responsible parties to ensure that maintenance is performed.
Performs NPDES Permit required IDDE screening of Skagit County’s stormwater infrastructure.
Performs NPDES Permit required mapping and documentation of County stormwater infrastructure.
Edits, updates and maintains a variety of database programs.
Assists in technical work related to meeting the goals of County programs, including report preparation, synthesizing data sets, coordinating surveys, and summarizing existing programs.
Drafts, executes, and manages contracts and Interlocal Agreements following applicable procurement guidelines.
Conducts research and analysis necessary to prepare reports and give presentations for colleagues, citizen advisory committees, the Board of County Commissioners, external agencies, and the general public.
Prepares grant applications according to ranking criteria, presents grant applications to potential funding agencies, and performs ongoing grant management.
Coordinates and facilitates internal and external meetings, including logistics and producing meeting summaries.
Facilitates public and advisory group meetings and provides a communication link to advisory committee members.
Ensures interdepartmental coordination as it relates to meeting the requirements of the NPDES Permit.
Assists in the solicitation of bids and preparation of contracts, as applicable for conducting specified work.

Responds to the Department of Emergency Management for assignment under the County's Incident Command System as during emergency events.Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
- Requires Bachelor's degree in Geography, Natural Resource Management, Planning, Environmental Science, Engineering or a related field and two (2) years of experience in natural resources management; OR
- Any combination that provides a total of four (4) years of training to acquire the necessary knowledge, skills, and abilities to perform the work.
- Proficiency with Microsoft Office products required.
- Previous experience in local government preferred.

Licenses and/or Certifications:
Valid Washington State Driver's License required.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
80% of work is performed in an office environment. 20% of work is on project sites with exposure to varying weather and terrain conditions. Physical hazards on-site may include traffic and construction equipment.
Hazards:
Hazards include those present in a normal office environment, working adjacent to waterways and in remote wooded areas, and working with the public on private property. Supplemental Information
