This position functions as a member of the leadership team. This position manages the Procurement/Project Management Division, responsible for directing and evaluating staff members to ensure the business operates in a smooth, efficient manner. Plan and coordinate business management duties including purchasing, budget management, and contract management. Provide direction and leadership to the division, identify problems, help formulate solutions and implement new approaches to streamline these services and make them more efficient.
The Manager ensures the efficient and effective utilization of personnel and resources to accomplish short-term and long-range planning. The Manager will bring strong management skills and a forward-thinking approach to cultivating a work culture that supports staff and quality customer service. Develops relationships with staff, other departments and individuals outside county government that encourages participation, teamwork, effective relationships, and use of resources. Works with other agencies and groups to accomplish the work, mission, goals and vision of the Department and the County.- Salary upon hire is in accordance with Skagit County promotion policy.
- Progressive increases are based on years of service with Skagit County, up to 10 total steps (top step $64.61/hr.). The Project and Procurement Manager is Range 31 of the General (Non-Union) salary schedule.
Essential Functions

- Team Management: Lead and develop a team of professionals, ensuring high performance and continuous improvement. Responsible for assembling project plans and teamwork assignments, directing and monitoring the work efforts of the team daily.
- Process Optimization: Lead the standardization of processes to create a more effective and efficient Central Services organization. Research of relevant tools, technology, processes and optimization across the department.
- Customer Service: Serve as the primary liaison between agency leadership, external partners, and cross-functional teams. Interact with stakeholders to understand their needs and to anticipate ways in which technological solutions can enhance the business processes. Monitor and improve customer satisfaction, addressing any issues promptly.
- Project Management: Lead multi-departmental project teams to ensure projects are completed within scope, schedule and budget. Track, monitor, and mitigate risks as necessary. Handle urgent project challenges, negotiate solutions, and make critical decisions.
- Performance Metrics: Develop and maintain metrics to track and promote improvements in efficiency and quality. Prepare comprehensive reports and briefings for senior officials and decision-makers.
- Technology Integration: Implement and manage relevant tools and technologies to support business processes.
This position has direct supervision responsibility.

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
- A bachelor’s degree in public administration, business, or related field is preferred.
- Minimum of 2 years of supervisory experience is required.
- Strong experience in program quality review processes, and the ability to trouble-shoot and identify areas of need.
- Basic principles, theories and practices of public administration, and organizational structure and development as applied to the public sector.
- Applicable local, state, and federal laws, rules and regulations, policies and procedures related to the area of assignment.
- Management and supervisory principles and practices.
- Labor relations and unionized staff.
- Principles of time management, planning, program, and process evaluation.
- How information is used, shared between departments, or if it is sensitive in nature.
- The administrative aspects of the position, including budgeting, policies and procedures, and personnel policies and procedures.
- Office management systems and practices including workflow organization and document/file management.
- Represent Skagit County by maintaining a professional approach and demeanor in all activities.
- Comprehend, gather, process, and analyze detailed information effectively.
- Be attentive to detail, maintain a high degree of accuracy, recognize, resolve and correct discrepancies in data or information.
- Work with people in a courteous manner.
- Maintain confidentiality and follow the judicial code of ethics.
- The administrative aspects of the position, including budgeting, policies and procedures, and personnel policies and procedures.
- Apply good judgment and problem-solving techniques to make reasoned, timely and consistent decisions and resolve problems.
- Develop way to identify, improve and promote efficient systems and processes.

- Train, direct and coach staff.
- Prepare, research, administer and change plans, policies, and work programs as necessary.
- Communicate effectively, both orally and in writing, with staff members, other agencies, and the general public.
- Perform varied and complex assignments under general supervision and guidance.
- Remain current with changing technology in records management systems.
- Valid Washington State driver’s license required.
- Project Management Professional (PMP) required.
Work is performed primarily in an office environment requiring extended periods of time sitting at a computer with occasional lifting of up to a 40-pound box of records.
