Summary

The Assistant Court Administrator is appointed by the judge(s) of the court. The assistant court administrator assists the court administrator in administering all the non-judicial activities of the District Court including the Mount Vernon Municipal Department with primary responsibility for these tasks in the court administrator’s absence. These include assisting in the management of personnel performing non-judicial functions. Assists in overseeing the daily court operations, helping in the development and implementation of policies and procedures, and formulating and recommending procedural changes and reassignments of clerical duties as workloads change to the administrator. Responsible for coordinating the department vacation schedules and prepares the bi-monthly record which is transmitted to the County Auditor.

  • Salary upon hire is in accordance with Skagit County promotion policy.
  • Progressive increases are based on years of service with Skagit County, up to 10 total steps (top step $55.73/hr.). The Assistant Court Administrator is Range 29 of the General (Non-Union) salary schedule.

Essential Functions

Assumes duties of the court administrator in his/her absence as required.

Plans, organizes, supervises, coordinates, and evaluates the subordinate level employees as necessary and provides for their training. Participates in the selection, hiring, promotion, discipline, and termination of subordinate employees.

Develops, recommends, and implements procedural changes required by changes in the law or court. May prepare and update in-house procedures, manuals, and drafts forms as required to implement procedures.

Serves as Assistant Administrator of the Mount Vernon Municipal Department of Skagit County District Court which requires that he/she replicate all District Court functions listed herein for the Mount Vernon Municipal Department.

Supervises the processing and docketing of legal documents and files in the court, and the issuance of documents for arrest warrants, summons, and commitments.

Supervises the providing of written and verbal technical information to the public. Personally, answers unique questions which subordinates cannot answer. Receives, investigates, and resolves the public’s complaints and problems.

Participates in the preparation of district court goals and objectives.

Assists in developing the annual District Court and District Court Probation Department and Mount Vernon Municipal Department budget requests and monitors the approved budgets.

Serves as liaison with other county and Mount Vernon Municipal departments and may attend meetings, reporting back information which impacts the courts operations.

Maintains and processes confidential departmental information, and/or personnel and payroll information.

Maintains necessary records, compiles statistics, and prepares reports as assigned or required.

Acts as in-court criminal clerk and processes criminal cases after court case is competed.

SUPERVISORY:
This position has direct supervisory responsibilities over seventeen full-time employees, and part-time employees

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:

  • High school diploma or G.E.D required.
  • Bachelor’s degree in business administration and management required.
  • Minimum of 5 years’ experience in professional supervisory position within the criminal justice system required.

REQUIRES KNOWLEDGE OF:
  • The field of assignment sufficient to perform completely and accurately the full scope of responsibility as illustrated by example in this position description, in addition to those essential functions of a CSA III.
  • The principles and practices of management.
  • State laws governing the operation of district court procedures and document processing.
  • District court rules and procedures.
  • Local court rules, legal procedures, and terminology as well as keeping up-to-date with legislative changes affecting District Court.
  • Microsoft windows and word processing.
  • Advanced accounting skills or bookkeeping, which must meet state auditor requirements.
  • The judicial information system.

  • Read, interpret, and apply laws, rules, codes, and procedures governing case processing and/or courtroom procedures. Identify procedural problems and develop solutions.

LICENSES and/or CERTIFICATIONS:
Valid Washington State driver’s license required.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office or courtroom environment. Extended periods of sitting at the computer requiring repetitive keystroking. Also requires standing, bending, reaching, twisting, kneeling, walking, and lifting up to 50 pounds.

HAZARDS:
Those present in a normal office environment. Possible carpel tunnel syndrome due to extended periods of keystroking. A physical hazard may occur from agitated defendants awaiting trial, or during trials or hearings, as well as from the general public with threats either verbal, physical or with weapons and exposure to germs from dealing with the public.
