Summary

This position is 100% grant funded and contingent upon grant funding. In the event the grant funding is exhausted, this position may be reduced in hours or eliminated.

The Medicaid Administrative Claiming (MAC) Program Coordinator is responsible for administering and managing Medicaid Administrative Claiming activities for Skagit County Public Health. This includes leading program training, monitoring compliance, overseeing invoicing and documentation processes, and participating in relevant state-wide MAC policy and planning forums.

Salary upon hire is step 1 through 3 ($39.09/hr. - $41.88/hr.) dependent upon qualifications.

Essential Functions

  • Provides required in-person and virtual trainings for all new MAC participants and refresher trainings for existing participants.
  • Monitors training completion and ensures that all MAC-related staff meet federal and state participation requirements.
  • Submits required data and documentation to URMTS portal (Random Moment Time Studies).
  • Conducts MAC Code Review to ensure accuracy and completion by required deadlines.
  • Oversees the collection, monitoring, and compliance of RMTS data from agency participants.
  • Reviews and monitors invoice worksheets submitted by Fiscal Coordinators for completeness and accuracy.
  • Identifies and implements program and financial process improvements that align with departmental goals and state guidance.
  • Collaborates with division leadership and fiscal teams to align MAC processes with broader Public Health financial operations.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:

  • Bachelor’s degree in public health, public administration, business, or a closely related field.
  • Demonstrated experience with Medicaid Administrative Claiming program administration.
  • Experience conducting MAC-related training in a government or healthcare setting.
  • Experience with URMTS system.
Preferred:
  • Master’s degree in Public Health, Public Administration, Business, or a closely related field
  • 3–5 years of Medicaid Administrative Claiming administration experience.
  • 2–3 years of experience delivering MAC training to public sector staff.
Requires knowledge of:
  • Medicaid Administrative Claiming policies, regulations, and compliance standards.
  • Public health financial operations, particularly relating to administrative claiming.
  • State and federal public health infrastructure and documentation tools.
  • Microsoft Office suite, including Excel and Teams.
  • Principles of process improvement and quality assurance.
Requires the ability to:
  • Deliver effective training in-person and online to a variety of public health staff.
  • Maintain timely and accurate submission of reports and documentation to state systems.
  • Conduct file and data audits to ensure MAC compliance.
  • Collaborate with fiscal and administrative staff to coordinate claiming processes.
  • Problem-solve and adapt systems to meet state and departmental expectations.
  • Communicate effectively both orally and in writing.

Licenses and/or Certifications:
Valid Washington State driver’s license.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Sufficient hand-eye coordination to operate office equipment.
