Summary
-
Investigate, observe and resolve issues concerning Skagit County Code related to building, land use, and planning and development. Performs field investigations, prepares reports, records, and other documents necessary for successful code enforcement. Presents oral and written testimony at trials or hearings.
Distinction between a Code Compliance Officer I and II:
Code Compliance Officer I is the entry level classification for Code Compliance Officer. Promotion is based upon required experience, required certification, demonstrated proficiency in performing assigned functions, supervisor and director recommendation, and adequate budget. Final approval of promotion to Code Compliance Officer II remains with the Human Resources Director or designee and will become effective on the date determined by Human Resources.
Salary upon hire is step 1 - 3, dependent upon qualifications:- Code Compliance Officer I - ($35.02/hr. - $37.52/hr.)
- Code Compliance Officer II - ($37.52/hr. - $40.19/hr.)
- Code Compliance Officer I is range 16 of the PROTEC Planning II salary schedule (top step $44.55/hr.)
- Code Compliance Officer II is range 17 of the PROTEC Planning II salary schedule (top step $47.73/hr.)
Essential Functions
-
Receives and records complaints. Investigates complaints as to applicable codes. Researches complaints using assessor's maps, legal descriptions, and information from auditor's office and permit center. Conducts complaint investigations, including field inspections. Gathers evidence for departmental or court enforcement.
Coordinates the enforcement of County land use, building, and on-site sewage codes. Works with water resource protection and drainage issues. Issues warnings and writes enforcement letters. Prepares written correspondence, notice and orders and staff reports.
Attends public meetings and makes public presentations. Meets with developers, business owners, and residents to review violations, explain requirements and intent of code(s), and explain options and procedures to gain compliance. Provides direct assistance to the County Prosecuting Attorney office with history of cases, compliance information, and timelines. Appears as an expert witness in judicial and other hearing proceedings.
Coordinates with interdepartmental and intradepartmental staff as necessary. Assists in code development.
Negotiates settlement agreements with SCC violators and responsible parties.
Conducts weekly Code Enforcement Meeting including establishing the agenda, brief summary of cases, and coordinating scheduling of relevant staff need to discussing for the agenda.
Tracks compliance timelines on all open cases and payment on Settlement Agreements.
Prepares all written Notices of Violation, Notice & Orders, Chronologies and prepares written correspondence.

Attends seminars and workshops.

Minimum Qualifications
-
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
- A.A. degree; and
- Level I- 2 years of work experience in code compliance, zoning, building, law enforcement investigation, or equivalent.
- Level II- 5 years of work experience in code compliance, zoning, building, law enforcement investigation, or equivalent.
- An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position.
Requires knowledge of:
- Compliance requirements for a wide variety of development regulations and codes.
- Rules of evidence and evidence preservation techniques.
- Effective investigation technique and case file preparation.
Requires the ability to:
- Understand, interpret, and explain County rules.
- Read and understand plans and blueprints.
- Communicate clearly and effectively, both orally and in writing.
- Establish and maintain good working relationships with the public, other governmental departments, and co-workers.
- Work in stressful conditions.
- Plan, organize, and evaluate the success of the enforcement program.
- Operate standard office equipment, including computer (word processing).
- Operate a vehicle.
Licenses and/or Certifications:
- Qualifications vary based on position level.
- Level I - None
- Level II - International Code Council (ICC) Certified Code Enforcement Officer (CCEO) or equivalent.
- Certifications are accepted from the International Code Council or equivalent.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Sitting at desk, standing at counter. Occasional walking on steep or uneven terrain, climbing ladders. High degree of analytical ability, logic originality and intuitive judgment. Hand-eye coordination. Work typically includes both office and fieldwork.
Hazards:
Normal hazards in an office environment. Fieldwork may take place during inclement (wet/cold) weather conditions. Often necessary to walk and hike over rough terrain. Travel is normally by automobile, but for remote sites may involve the use of boats or planes. May encounter animals or angry citizens.
