Chief Deputy is a dual role: 1) Carry a partial caseload and provide legal representation to indigent persons in Skagit County, and 2) handle administrative and management duties under the direction of the Director.

This position enables Skagit County to fulfill its constitutional and statutory requirements to provide zealous and effective representation to the indigent accused.

- Salary upon hire is $141,139 to $151,207 per year (step 1 through 3) depending upon qualifications.


- Progressive increases are based upon years of service with Skagit County, up to step 10 (top step is $187,791/yr.). The Chief Deputy -Public Defender is Range 36 of the Non-Rep salary schedule.


Essential Functions

The Director and Chief Deputies work closely and collaboratively. The Chief Deputy will be a key player in the management team, overseeing the Public Defender Office. The essential functions that the Director and Chief deputies carry out could shift depending on the needs of the office and the interests and strengths of the people currently in those roles. Essential functions could include:

  • Handle a partial caseload of serious and complex felony cases from filing through trial.
  • Be tasked with approving and track expenditures for contract services, such as investigation, social work, and expert services.
  • Be tasked with supervising attorneys practicing in various units in the office, including but not limited to: Felony unit, District Court Unit, Juvenile Unit, Involuntary Treatment Act Unit.
  • Be a working supervisor in a unit, carrying a partial caseload of the types of cases handled in that unit.
  • Participate and professionally represent the office in staff and policy meetings involving courts, prosecutor's office, and other key players in the justice system and within county government.
  • Be involved in hiring, training, and retention of attorneys and support staff.

Supervisory:
This position has direct supervisory responsibilities.

OTHER JOB FUNCTIONS:
Performs related duties as assigned. Related duties as required are duties that may not be specifically listed in the Position Description but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.

Minimum Qualifications

Graduate of a law school accredited by the American Bar Association and must be a licensed attorney in good standing with the Washington State Bar Association.

A minimum of five years of progressively responsible experience is required.

Experienced representing persons accused of the serious violent felonies: Murder, Manslaughter, Kidnapping First Degree, Assault First Degree, and Rape First Degree, and Last Strike Offenses.

Experience with conducting all manner of legal proceedings from arraignment through trial.

Supervisory experience.

Experience using an electronic case management system, electronic legal files, electronic research databases, electronic filing systems, and office computer management tools and programs, such as: Microsoft Outlook, Word, Excel, Teams, and ZOOM is strongly preferred.

Requires the ability to:

  • Communicate clearly and concisely, both orally and in writing.
  • Exceptional interpersonal skills, including the ability to communicate effectively with diverse populations, engage in problem solving, work with upset or mentally ill people, negotiate, and manage conflict.
  • Skilled in dealing with people under stress and managing to control their behavior. This is a job that requires a person to have better than average "people" skills because much of what is required is dealing with people in crisis.
  • Possess high level of analytical ability and logic. Ability to gather and synthesize bodies of information.
  • Model professional behavior, teamwork, good-judgement, and compassion.

Licenses and/or Certifications:
Licensed attorney in good standing with the Washington State Bar Association.

Valid Washington State driver's license.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office or courtroom environment. The Chief Deputy can expect to handle many difficult cases and difficult clients that come into the public defender's office. Public defense by its very nature is very demanding and stressful. However, staff members are professionals and strive to maintain close mutual support.

Hazards:
Those present in a normal office or courtroom environment. Job may require sitting at a desk for extended periods of time. Some bending, stooping, or light lifting to access files may be required. A physical hazard may occur from hostile general public with threats either verbal, physical or with weapons and exposure to germs from dealing with the public and document handling.
