Summary

The Correctional Health Program Manager is responsible for the management of the complex system of correctional health services for inmates at the Skagit County Community Justice Center, including physical, behavioral health and dental services. Under the framework of a Recovery Oriented System of Care, provides primary support, coordination and oversight to assure provision of correctional health contracted services. Works within the Skagit County Justice Center, Public Health Department and local community to assure that correctional medical services are implemented in accordance with established guidelines and contract requirements. The work requires knowledge of and practical experience in healthcare theories, principles, practices and techniques in a correctional or acute care setting. Position reports to Skagit County Jail Chief on jail-related topics and position requires strong and regular collaboration with jail leadership. Position assures coordination of services in order to achieve efficiency and effectiveness in conjunction with the corrections schedule and priorities. Responsible for contract oversight, quality improvement and evaluation.

Salary upon hire is step 1 through 3 ($7,780.86 - $8,339.04 per month) for a Correctional Health Program Manager, dependent upon qualifications.

Progressive increases are based upon years of service with Skagit County, up to step 10 total steps (top step $10,348.84 per month). The Correctional Health Program Manager is Range 30 of the General Schedule (Non-Union).

Essential Functions

Maintains daily responsibility for the administration and management of physical and behavioral health services and programs through assessment, policy development and assurance, under the direction of the Chief of Corrections and Public Health Community Services Manager.

Plan, organize and determine overall service and program mission, goals, objectives, core services and allocation of financial resources in alignment with strategic priorities. Seeks opportunities for collective impact by coordinating work with the efforts of North Star and community partners.

Develops, implements, and/or contracts for intervention, treatment and recovery programs and health services that are evidence based, fiscally responsible, and culturally relevant for Skagit County residents.

Convenes and facilitates planning efforts across systems to work in partnership to set shared goals and strategies to improve the health of the community. Provides training opportunities to meet the changing needs of consumers.

Embeds Recovery Oriented System of Care framework in decision making, planning, and outreach to create pathways for re-entry services and be the catalyst for system change in Skagit County.

Utilizes a data driven approach to planning, program development, and decision making for identifying a process for achieving outcomes. Conducts on-going program evaluation and makes recommendations for improvement to accomplish goals.

Negotiates contracts with County sub-contractors and provides management, oversight and program monitoring for projects funded through Skagit County. Conduct

Requests for Proposal (RFP) processes as needed, and develop biennial program plans and budgets. Conducts on-site monitoring for contract compliance both legally and programmatically and achievement of outcomes. Establishes terms for corrective actions, and enforces sanctions as necessary.

Works closely with the criminal justice system and law enforcement to develop intervention, treatment and recovery programming. Provides leadership and coordination to support therapeutic courts and achievement of outcomes.

Prepares grant applications and reports for funding. Develops and monitors budgets and program expenditures as needed.

Represents Skagit County in community, interagency and State meetings and partnerships.

Responds to community concerns and complaints; assures program activities are in compliance with laws, policies, regulations, and goals. Identifies and addresses customer needs. Emphasizes public accountability and a positive public service approach with assigned staff.

Performs duties in accordance with policies, procedures, guidelines and standards of assigned programs and of the department. Acts within the scope of responsibilities, working as a public employee with courtesy and professionalism, and adhering to the highest standard of ethics in accordance with RCW 42:52. Complies with Health

Insurance Portability and Accountability Act (HIPAA).

Correctional Health Lead Duties:

  • Manage contractor and subcontractor relationships, including contracts and program monitoring.
  • Collaborates at the state-level with correctional health care officials.
  • Effectively assists contractor in analyzing complex problems and case situations.
  • Develops and implements regular practice supervision within the correctional health program and conducts regular field visits. Develops program policies, procedures, guidelines and standards to guide implementation and provide oversight with fidelity to NCCHC model.
  • Responsible for Quality improvement and evaluation. Provide quarterly contract and performance audit review summaries.
  • Create and follow up on corrective action plans to assure resolution.
  • Participation in provider monthly continuous quality improvement staff meetings.
  • Participation in contractor quarterly administrative meetings.
  • Monitor daily EverHealth Electronic Medical Record) reports and regularly monitor infection control, and off site appointments.
  • Monitor communications, response and follow up; Kites, grievances, special needs.
  • Creates, reads and interprets reports; shares appropriately with team and partners.
  • Oversees correctional health organizational structure and systems
  • Develops and ensures implementation of quality improvement strategies.
  • Evaluates implementing agency outcomes and interventions.
  • Maintains relationships with corrections, provider and public health based on trust, support and growth with team colleagues and community members.
  • Work with provider and corrections staff to identify health services/programs to assist inmate’s transition to community in an effort to reduce recidivism. Helps coordinate the implementation of programming in the jail (ex. self-help classes, family education, etc.)
  • Guide implementation of contracted services/programs to assure effectiveness and efficiencies.
  • Annual audit of clinical staff for appropriateness and competency of care and documentation.
  • Monitor contracted staffing levels as appropriate.
  • Develop and implement Washington State Medicaid 1115 waiver, including needs assessment, budget development, and contract management to support expanded jail transition programming.
  • Manage program contracts and program planning for grant-funded behavioral health programs, including for medications for opioid use disorder (MOUD), alcohol use disorders, and other grant-funded programming.
Supervisory:
Lead/Project Leader– A leader role requires the employee to assist in planning and organizing work, assign and check work of, and/or assist and instruct others.
OTHER JOB FUNCTIONS:
Participates in relevant professional development to support needed skills and competencies.
Performs public health emergency response duties as assigned and consistent with job classification and training provided, in response to threats to the public’s health.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:

  • Bachelor’s Degree in, Healthcare Administration, Nursing, Public Administration, Social Work or closely related field required.
  • Licensed Nurse or practitioner preferred.
  • Five years of related experience preferred, with 2-year supervisory nurse experience preferred. Minimum of one year experience in a correctional, emergency department, evaluation and treatment center or other acute setting is required.

Must pass a Skagit County Sheriff’s office background check.

Requires knowledge of:

  • Principles and practices of the field of assignment, including diagnostic techniques, tests, and treatments.
  • Program development, evaluation and implementation.
  • Principles of Continuous Quality Improvement.
  • Medical/health care terminology and good understanding of clinical syndromes, practices, and concepts of disease epidemiology and prevention.
  • Interviewing skills to complete disease investigations, screening and assessment of clients

Licenses and/or Certifications:

Valid Washington State Registered Nurse license or equivalent allied health field licensure is preferred.

Valid Washington State Driver's license.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is performed in a variety of settings such as the office, clinic, client’s homes, or community-based settings, sometimes in remote locations. The primary work location for this position is expected to be on site at the Community Justice Center in Mount Vernon, WA. The position will have supervised inmate contact. Travel throughout the local area and occasional travel out of county is required. This position may entail exposure to poor driving conditions, communicable diseases, pets, unsanitary conditions, noxious odors, tobacco smoke, and other unpredictable situations. Requires ability to lift and carry up to 30 pounds.

Ability to be medically cleared to use N-(95) or above respirator.

May require occasionally working beyond the normally scheduled work week, modifying existing work schedules, or flexing hours.

Hazards:

Exposure to infectious disease and blood borne pathogens may occur. Occasionally required to work with hostile clients. Environmental conditions may entail a stressful work climate due to the nature of the job; working with clients who have experienced past or ongoing trauma, mental illness, chemical dependency.
