Summary

The Project manager is responsible for coordination, status reporting, financial tracking, and schedule management of project-oriented work efforts, ensuring that project goals and objectives are met within agreed-upon time, scope and resource requirements. Coordinates work performed by IS staff and internal customers / stakeholders by defining project requirements and performing feasibility and needs/impact assessments. Coordinates elements of communication and change process management related to project outcomes across the organization as appropriate.
- Salary upon hire is $39.13 to $41.91 per hour (step 1 through 3) depending upon qualifications.
- Progressive increases are based upon years of service with Skagit County, up to step 10 (top step is $52.05/hr.). The IS Project Manager is Range 28 of the Non-Rep salary schedule.
Essential Functions
-
Works in conjunction with the IS Manager and Operations Manager for planning, organizing, designing, administration, and management of IS related projects.
Resource Management
- Identifies and coordinates County resources across software implementation, project phases, and activities, including data conversions, forms design, hardware and software installation, and reports building.
- Manages the appropriate assignments and timely completion of tasks as defined.
- Assess team performance and reports to stakeholders.
- Works with stake holders and vendors/contractors to ensure a training plan is established to ensure County staff are adequately trained on the use of the system.
Project Planning
- Reviews and accepts project planning documents from contracted vendors.
- Creates project planning documents for internal projects.
- Defines project tasks and resource requirements.
- Collaborates with partners to develop and approve project schedules.
- Creates, in conjunction with project stakeholders, the project charter for executive approval. The Charter identifies project roles, responsibilities, stakeholders, project budget, and resource requirement.
- Works with technical team to evaluate technological choices (network/hardware related and technology/code related) by querying providers and understanding the potential implications to the organization that include cost/benefit, resource needs, and County strategic goals.
Contract Management
- Validates compliance to contracts through project lifecycle.
- Ensures that invoices and project deliverables meet contract requirements.
Implementation Management
- Manage project budget and scope
- Collaborates with Contractor/Vendor project manager(s) to establish a process to ensure that scope changes and budget are handled effectively and efficiently.
- Collaborates with Contractor/Vendor project manager to establish and manage a schedule and resource plan that properly supports the project schedule as a whole and is also in balance with scope and budget.
- Collaborates with Contractor/Vendor project manager(s) to establish a tracking method of project risks and issues as well as reporting processes between the project stakeholders. Takes all necessary steps to proactively mitigate these items or communicate any items that may impact the outcomes of the project.
- Collaborates with Contractor/Vendor project manager(s) to establish key business drivers and success indicators that will help to govern project activities and key decisions to ensure a quality outcome of the project.
- Routinely communicates with both the project stakeholders, aiding in the understanding of goals, objectives, current status, and health of the project by all team members.
- Manages project budget and resource allocations.
- Works with project stakeholders and vendors/contractors to ensure adequate testing of the system is accomplished prior to production use.
- Prioritize tasks to meet deliverables and commitments on time

Supervisory:
This position has no supervisory responsibilities.

SPECIAL CLEARANCES
The potential employee is required to pass a federal background check to be completed within 30 days of employment with Skagit County.
Minimum Qualifications
-
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
Bachelor’s degree with coursework in Administrative Management, Computer Science, Project Management training, or other business related field required.
2-5 years of technical project management experience with gradually increasing responsibilities that demonstrates understanding of project management processes and tools.
Currently hold or are working towards obtaining a Project Management Professional (PMP) Certification.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work requires extended periods of sitting at a computer, keyboarding requiring manual finger dexterity, crawling under desks to service workstations and some lifting of computers and monitors.
Hazards:
Those present in a normal office environment. Possible technological equipment failure resulting in electric shock and/or noxious fumes, dangerous electrical voltages, exposure to criminal elements in correctional facilities, working in computer room environment and telephone wiring closets, traveling as needed.
