The GIS Analyst I oversees the management and maintenance of emergency response data. This includes maintaining the GeoValidation geodatabase, the Master Street Address Guide (MSAG) database, the ALI (Automatic Location Identification) database per Next Generation 911 (NG911) guidelines. The data directly supports 911 call routing and dispatching and is the primary geographic data sources for NG911 compliance. Other duties include coordinated updates of street centerlines, address changes and additions, common place addresses, points-of-interest locations, trails, and emergency response data with GIS staff and personnel from other jurisdictions. The Analyst I is also responsible for research and error investigation, map creation, system troubleshooting, documentation, and record keeping.

- Salary upon hire is $32.67 to $35.02 per hour (step 1 through 3) depending upon qualifications.

- Progressive increases are based upon years of service with Skagit County, up to step 8 (top step is $41.60/hr.). The GIS Analyst I is Range 15 of the PROTEC 17 Union salary schedule.

Runs custom scripts for preparing, processing, and loading data into multiple formats for use in public safety systems.

Provides management and maintenance of emergency response geospatial data such as 911 street centerlines and street networks, emergency response zones, emergency reporting areas, locator zones, community notification zones, the PSAP (Public Safety Answering Point) boundary, address points, common place addresses, points-of- interest locations, trails, and other emergency response geospatial data as requested using ESRI ArcGIS software for the Motorola Solutions (public safety software system) GeoValidation data module.

Coordinates geospatial data maintenance with GIS staff, city and county addressing coordinators, engineering, and technical staff, 911 Center dispatcher and staff, fire, and law and medical public safety agency staff to ensure that data is synchronized and current. Reconciles data from multiple sources to comply with requirements set by the GeoValidation data module at Skagit 911 and the statewide GeoComm GIS Data Hub.

Coordinates address modifications with local jurisdictions within the Skagit 911 PSAP boundary to ensure MSAG and ALI data is kept current. This requires researching and correcting errors or discrepancies in addresses, street names, and street address ranges. Notifies the appropriate city or county addressing coordinator when citizens are using incorrect addresses. Checks new addresses and verifies that they fit within the appropriate address range.

Provides updates for the MSAG database and coordinates with Comtech, the database administrator, on all telephone service issues relating to MSAG validation and data errors. This includes maintaining the list of Emergency Service Numbers and their definitions.

Compiles, edits, and reproduces hardcopy maps of emergency response geospatial data for revisions and display.

Runs topology error checks and corrects data when necessary.

Preforms routine QA/QC on data by searching out and resolving errors in the data based on error reports from the GeoComm Data Hub, dispatcher feedback, and discoveries made in routine data edits. Participates in NG911 GIS Working Group meetings.

Review of nightly ALI error reports and correction of data when necessary.

Review of new road names to avoid duplicate names or those that are difficult to spell or pronounce.

Coordinates with Skagit Public Safety System Work Group regarding changes that will affect system or dispatch procedures.

Evaluates and makes recommendations regarding GeoValidation and MSAG processes and problems.

Creates and maintains metadata reports in accordance with Federal Geographic Data Committee (FGDC) metadata standards.

Checks all cell tower addresses for validity, maps new cell towers, and verifies cell tower locations and addresses with mobile telecom companies.

Assists in planning and organizing work, checking work, and/or assisting and instructing others.

Occasionally required to go on site visits to troubleshoot problems or to meet with other agencies.

SUPERVISORY:

May oversee and coordinate work of co-workers on special projects.

OTHER JOB FUNCTIONS:

Creates custom map products per work request specifications.

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:

• Bachelor's Degree in GIS or related field desired.
• Minimum of 1-3 years of progressively responsive experience is desired.

An equivalent combination of education and experience may be substituted which provides the skills, knowledge, and abilities to perform the essential functions of the position.

Valid Washington State driver's license.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
The majority of work is performed in an office environment. Daily focus on computer screens for 2+ hours at a time. Constant to daily precise control of fingers and hand movements. Periodic field trips for meetings or address verification purposes may be required. Requires sitting at a computer terminal for extended periods. Lifting equipment up to 50 pounds. May require work related traveling within Skagit County.
