This position performs the work of the Hearings Coordinator for the Office of the Hearing Examiner, Board of Equalization, and the Boundary Review Board as well as performing the work of the Public Disclosure Coordinator for Records Management.
The Public Disclosure/Hearings Coordinator will work closely with the Public Records Officer to ensure that public disclosure requests are processed in a timely manner. The Coordinator will work with the public records assistants in County departments to identify requested information and ensure that the proper records exemptions are used. This position has the potential of dealing with highly offensive material.
The Public Disclosure/Hearings Coordinator will be responsible to see that multi departmental requests are handled in a consistent manner.
In addition, the Coordinator serves as Hearing Examiner Coordinator, Clerk to the Board of Equalization and Office Administrator to Boundary Review Board, each with a separate set of procedures and requirements.
Salary upon hire is step 1 through 3 ($28.83 - $30.89 per hour), dependent upon qualifications.
Progressive increases are based upon years of service with Skagit County, up to step 10 total steps (top step $38.37 per hour). The Public Disclosure/Hearing Coordinator is range 13 of the Non-Rep salary schedule. Essential Functions
Log and track public disclosure requests. Assist in providing/identifying on-going training for the public records assistance. Prepare written responses to public disclosure requests including letters and exemption logs. Maintain public disclosure file. Maintains and complies statics on public disclosure activity. Assist with legal research related to the proper dissemination of County records. Maintain awareness of ongoing legislation and updated changes to the Public Records Act. Adapt to the various types and formats of records to be review and disseminated.
Oversees all office functions for the Office of Hearing Examiner, Board of Equalization and Boundary Review Board; serves as liaison between the hearings office and the Board of Commissioners, County departments, and the public. Develops correspondence, documents, website updates, press releases, and department updates for internal and public use; exercises independence of action in administrative matters.
Office administration duties include preparation and monitoring of annual budget for the Board of Equalization and the Hearing Examiner, accounts payable voucher verification and input, payroll reporting, purchasing, tracking of inventory, file maintenance, training, monitoring, and contract monitoring.
Supervisory:
This position has no supervisory responsibilities.

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
High school diploma or GED required with at least five years of progressively responsible administrative or office support experience, preferably in a legal environment.
Experience working in real estate, assessor, or planning as well as specialized training in dealing with the Public Disclosure Act is desirable. Must be able to pass a County background check.
Requires the knowledge of:- Washington State Public Records Act.
- Exemptions to the Washington State Public Records Act.
- Washington State Local Government Records Retention Manual.
- Functions/Services provided by the various County departments.
- Microsoft Office Suite
- Working knowledge of Skagit County Code, RCW and WAC
- Excellent public relation skills

Licenses and/or Certifications:
Must have a Valid WA State driver's license.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Most work is performed in an office environment. Work requires remaining seated for long periods of time
Must be able to carry/lift boxes weighing up to 40 pounds. Must be able to bend, stoop in order to move boxes.
Hazards:Those present in a normal office environment. Potential exposure to paper and paper particulates in document storage. Potential exposure to public who may be disgruntled. Supplemental Information
