PSE's Customer Engagement team is looking for qualified candidates to fill an open Municipal Liaison Manager position!

Job Description

PSE is looking for a Municipal Liaison Manager to join the Customer Engagement! The Municipal Liaison Manager serves as the primary relationship manager between PSE and Public Works department ensuring effective coordination, communication, and execution of utility infrastructure projects, municipal initiatives, and emergency response activities within an assigned geographical area. Is responsible for addressing assigned operational issues that result from PSE’s interactions with municipalities and actively engages in the development, negotiation and execution of franchises and similar agreements.

Job Responsibilities

  • Acts as the primary point of contact for municipal Public Works departments regarding utility relocations, infrastructure conversions, and major capital projects.
  • Builds and maintains strong working relationships with municipal staff, contractors, and internal PSE stakeholders.
  • Facilitates communication between jurisdictions and PSE departments to address concerns, resolve issues, and improve customer satisfaction.
  • Serves as lead negotiator for jurisdictional franchise agreements.
  • Interprets franchise requirements and provides guidance to internal and external stakeholders.
  • Assists with dispute resolution and agreement execution.
  • Maintains knowledge of municipal organizational structures, public works processes, tariffs, schedules, policies, and applicable agreements.
  • Advises project teams on municipal requirements and approval processes.
  • Coordinates with Local Government Affairs and Municipal Land Planning teams on comprehensive plans, growth management, and development-related issues.
  • Monitors construction activities impacting municipalities and ensures coordination between Service Providers, contractors, and local agencies.
  • Develops and implements short-term and long-range community engagement and jurisdictional work plans.
  • Supports implementation of corporate strategic initiatives that impact local governments and communities.
  • Serves as a key municipal liaison before, during, and after emergency events. Providing timely and accurate operational information to jurisdiction partners.

Minimum Qualifications

  • BA/BS in Construction management, Engineering or related field or equivalent utility operations experience (with emphasis on previous communications and customer service experience).
  • 3 years applicable experience.
  • Strong written and oral communication skills
  • Strong technology skills
  • Working knowledge of Public Works procedures, street use permits and associated requirements.
  • Understanding of municipal political processes and structure.
  • Ability to read and understand maps and engineering drawings
  • Proven ability to provide excellent customer service and conflict mediation
  • Knowledge of governmental processes and public policy development.

  • Solid customer service and communication skills

The pay range for this position is $82,000.00 - $136,300.00, and this position is eligible for annual goals based incentive bonuses.
