Senior Accountant

BASIC JOB PURPOSE / SUMMARY:
The Senior Accountant performs intermediate to advanced skilled accounting and finance support work related to the Port's general ledger and subsystems, preparing financial statements and other reports, reviewing and recommending changes to the Port's internal accounting system, and related work as assigned. Under general direction, plans, performs, organizes, and manages the Port’s accounting system, including professional-level accounting, general ledger and core financial system maintenance, budgeting, cash management, financial reporting, and analysis functions. Additional responsibilities include payroll and benefits administration, grants and capital project tracking and reporting, and lease billing and receipts. Maintains official accounting records as prescribed by the Washington State Auditor's Office and Generally Accepted Accounting Principles (GAAP). Works with the Finance Director to develop and implement financial policies and internal controls to ensure proper financial reporting and safeguarding of assets. Operates in a lead capacity on research projects, analytical studies, and special projects.
PRINCIPAL DUTIES AND RESPONSIBILITIES
General
1. Implements the Port’s Promise, Mission, and Vision. Exhibit the Port’s values, behavioral and leadership expectations including truthfulness, integrity, and teamwork.
2. Motivates and provides guidance to assigned staff; evaluates and reviews work for compliance and standards.
3. Performs a broad range of complex financial, accounting, and administrative responsibilities.
4. Analyzes, interprets, and reports research findings; recommends and takes appropriate action.
5. Identifies and implements efficiencies to improve operations and service quality.
6. Acts in a lead capacity in the absence of the Finance Director.
7. Collaborates with other divisions and departments to ensure capital project success and compliance with grant requirements.
8. Perform other duties, responsibilities, and special projects as may be required.
Accounting and Financial
9. Ensures compliance with accounting policies, laws, and GAAP.
10. Supports business decisions with advanced financial reports and analysis.
11. Prepares financial statements, reports, and presentations.
12. Oversees project accounting, grant administration, and Capital Improvement Program financial statements.
13. Evaluates and recommends accounting system improvements and internal controls.
14. Manages journal entries, ledgers, and reconciliation of accounts.
15. Prepares and analyzes financial statements and operating results against budgets and forecasts.
Billing/Accounts Receivable
16. Assists with billing functions, including tenant invoices, grant reimbursement requests, and other receivables.
17. Tracks and manages delinquent accounts and customer inquiries.
18. Monitors accounts receivable, generates reports, and coordinates necessary changes.
19. Ensures proper documentation and reconciliation of grant reimbursement requests.
Payroll and HR
20. Oversees payroll processing, including employee pay, benefits, and tax reporting.
21. Administers HR systems, ensuring accuracy in pay rates and payroll processing.
22. Monitors compliance with payroll-related federal and state laws.
23. Assists in employee orientation and benefits administration.
Other Projects and Initiatives
24. Conducts cost allocation, account analysis, and internal auditing.
25. Prepares financial policies and procedures in alignment with GFOA recommendations.
26. Supports finance-related initiatives and provides cross-departmental assistance.
27. Participates in financial system upgrades, testing, and staff training.
WORKING CONDITIONS:
Work is performed primarily indoors. Most of the work will be performed sitting at a desk, operating a computer, phone and other related office equipment. Typically, the noise level in the work environment is moderate; however, there may be exposure to loud noises on a daily basis due to industrial, aviation or marine activity, maintenance and repair.
PHYSICAL REQUIREMENTS:
This position requires the ability to hear, speak, and understand the spoken word to respond promptly to calls for assistance, to answer telephones, and to be able to communicate clearly. Must have dexterity and manual skills required to operate the keyboard of a computer terminal, assemble, and retrieve files from the file cabinets and drawers, operate a multi-line phone system, copy/fax machine and other related office equipment.
WORK PERFORMED
Examples of work performed include financial reporting and analyses for management review, ensuring accuracy and compliance with GAAP. Processing payroll and benefits administration, including deductions and tax filings. Reviewing and reconciling general ledger accounts, identifying and resolving discrepancies. Managing the billing and accounts receivable functions, including grant reimbursements and lease invoicing. Coordinating with internal departments to support capital project financial tracking and reporting. Assisting with the preparation of budgets, forecasts, and financial statements. Providing recommendations for policy updates and system improvements to enhance financial operations. Supporting the Finance Director with special projects, financial audits, and compliance reporting.
TRAINING, EDUCATION, EXPERIENCE & RESPONSE TIME REQUIREMENTS
Formal Education: Bachelor's degree in accounting, finance, or business administration.
Work Experience: Two (2) years of accounting or finance experience, or an equivalent combination of education and experience.
Training/Certification/Licenses: Valid Washington state drivers’ license (must be insurable)
Computer & Other Skills:
Must demonstrate proficiency in the following:
· Strong understanding of accounting theory and accounting principles.
· In depth knowledge of financial regulations and record-keeping practices.
· Proficiency in Microsoft Office Suite, especially Excel.
· Strong analytical, problem-solving, and communication skills.
· Experience with accounting software (e.g. QuickBooks, SAP)
· Ability to work with confidential information and maintain discretion.
