Position Summary

Summary:

The Behavioral Health Program Manager is responsible for developing, implementing, and monitoring assigned programs within the Behavioral Health and Prevention Services Department. This includes working with Mental Health Professionals, school districts and collaborating agencies, to develop and sustain comprehensive behavioral health services for youth within our community.

Essential Functions:

Duties listed are intended to provide a summary of the major duties and responsibilities of this position. Incumbent(s) may not perform all duties listed and may be required to perform additional duties not listed, but within the general scope of the position.

  • Directly supervise assigned staff. Supervision may include scheduling, planning and initiating strategies for performance, assigning and directing the work, training and administering disciplinary measures, formally reviewing performance, recommending salary adjustments, resolving complaints, and recommending hiring or termination of staff.
  • Provide clinical supervision of Behavioral Health staff and can provide direct BH service as needed. Clinical supervision may be up to weekly, often via confidential remote meeting platforms, and occasionally in person at staff school locations.
  • Review and provide direct feedback and coaching to staff on all required behavioral health documentation, including assessments, treatment plans, progress notes, discharge summaries, etc.
  • Lend expertise to clinical decision making on legal and ethical issues.
  • Provide leadership, technical assistance and training on Mental Health projects, MTSS projects and grants.
  • Hold working knowledge of state required Behavioral Health documentation and electronic health record systems.
  • Coordinate with Behavioral Health Navigator, multiple stakeholders, and community agencies.
  • Oversee screening and referral processes and the delivery of effective EBPs.
  • Plan, design, and conduct workshops and credit-bearing courses on a variety of curriculum topics. Coordinate and write necessary contracts.
  • Assist the Director/Assistant Director in the department’s daily functions, participate in meetings, phone calls, and/or conferences as assigned.
  • Create and monitor active tracking of grant budgets and deliverables.
  • Oversee all training activities including advertisements and program delivery for projects assigned.
  • Use grant specific program tools, assess and report progress and outcomes in compliance with grant requirements. Collaborate with other departments in the NWESD to collectively work towards successful student achievement and continuous improvement.
  • Assist with technical writing such as grants, needs assessments, and maintaining inventories on a database. Perform other technical writing as assigned.
  • Complete required paperwork including, travel forms, and calendars.

Required knowledge, skills, and abilities:

  • Knowledge of basic Children’s Mental Health, Multi-tiered Systems of Support, community mental health, as well as violence prevention.
  • Knowledge of System of Care core values.
  • Knowledge of evidence-based practices in the behavioral health, prevention, and social emotional learning.
  • Knowledge of the principles and practices of effective clinical and non-clinical supervision.
  • Knowledge of effective teaching and training techniques in adult education.
  • Knowledge of pertinent state and federal requirements and regulations related to grants and oversight.
  • Knowledge of effective leadership, supervisory, and decision-making techniques.
  • Knowledge of district, school, and classroom functioning.
  • Knowledge of computer and software applications and related academic uses.
  • Ability to design, write curriculum for, and present workshops, in-services, and trainings.
  • Ability to work independently using effective time management and organizational skills.
  • Ability to organize, order and maintain a curriculum and reference material library.
  • Ability to read and interpret grant applications and communicate such to individuals with varying levels of actual grant administration experience.
  • Ability to work cooperatively with local school districts and community agencies.
  • Ability to prepare accurate, clear and concise statistical reports.
  • Ability to communicate effectively in both oral and written format.
  • Ability to establish and maintain effective working relationships with co-workers at NWESD 189, local school district staff, DOH staff, OSPI staff, other ESD staff, vendors, federal agencies and the public.
  • Ability to supervise, motivate, and evaluate staff. Ability to listen, collaborate, & facilitate dialogue and problem solving among and between staff.

Qualifications

Master’s Degree Behavioral Health or related field. Meet State mandated qualifications as an approved clinical supervisor, or the ability to obtain this certification. A minimum of five (5) years of clinical experience. Experience in the public school setting preferred. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.

Employment Conditions and Benefits

8 hours per day, Monday - Friday, 190 days per year

Working Conditions/Physical Requirements: Work is performed approximately seventy-five percent (75%) in an office environment and approximately twenty-five percent (25%) traveling to districts and affiliate agencies, as well as for workshops, committee representation, and conferences. Lifts and carries a maximum of forty (40) pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards: Potential hazards are present based on the fact that the position requires the incumbent to drive a significant amount. Hazards may include but are not limited to traveling alone, driving in inclement weather conditions, varied road conditions, rush hour traffic, etc.

Salary Range

$75,726.40 - $85,302.40
