Position Summary

This position is 50% BHPS Coordinator and 50 % Student Assistance Professional.

Student Assistance Professional Position Description:

Summary:

The Student Assistance Professional will work collaboratively with the NWESD Behavioral Health and Prevention Services Director and local school district administration to implement comprehensive school prevention and intervention services in elementary, middle, and/or high schools. The Student Assistance Professional will implement evidence-based and best practices, in response to identified needs and/or specific grant requirements as applicable and support program development and implementation for at-risk students. The Student Assistance Professional will also provide coordinated service supports to children, families, and partner agencies to promote personal and social-emotional development for participating children/youth and to advance positive and productive learning environments.

Essential Functions:

  • Conduct screenings, assessments, interventions, and referrals within applicable laws and NWESD policies and performance standards for the purpose of identifying and addressing behavioral health and substance misuse issues within assigned student population.
  • Participate in a variety of committees and activities (e.g. Student Assistance, Multi-Disciplinary, Re-entry, and IEP meetings) for the purpose of providing information in the area of behavioral health prevention, intervention, and treatment.
  • Provide support interventions to students for the purpose of addressing and resolving behavioral health issues and substance misuse as needed.
  • Assist in providing Tier I and II interventions to elementary, middle, and/or high school students.
  • Provide individual and family counseling services within the student assistance framework.
  • Communicates and solicits assistance from county prevention officials, law enforcement personnel and related social service agencies that address substance abuse or violence prevention in youth.
  • Provide consultation and assists parents in accessing resources in order to enhance the social/emotional development of participating children/youth, including access to professional mental health and substance disorder treatment services.
  • Deliver Project Success curriculum, and other relevant classroom presentations to elementary, middle, and/or high school students.
  • Provide onsite counseling for students and families in crisis, as needed.
  • Maintain a visible presence on campus and educate school staff, students, and parents on mental health/substance misuse topics to increase student awareness, identification, referral, and service delivery.
  • Support the implementation and culture of a Positive Behavioral Intervention System (PBIS).
  • Coordinate with school staff, health, social and mental health agencies to identify clients, and develop a referral system to use within the school environment.
  • Assist teachers with integration of classroom activities to promote social skill development.
  • Assist in developing drug and alcohol related policies at schools when needed.
  • Maintain accurate individual client records for the purpose of compiling and documenting activities in compliance with state and federal funding requirements.
  • File reports and other required documents in an accurate and timely manner in accordance to state and federal funding requirements.
  • Maintain confidentiality of student and agency records.

Behavioral Health & Prevention Services Coordinator Position Description:

Summary:

The Behavioral Health & Prevention Services (BHPS) Coordinator assumes responsibility for coordination of all aspects of assigned projects. Responsibilities include providing direct supervision, technical assistance, and consultation to school districts and collaborating agencies.

Essential Functions:

Duties listed are intended to provide a summary of the major duties and responsibilities of this position. Incumbent(s) may not perform all duties listed and may be required to perform additional duties not listed, but within the general scope of the position.

  • May supervise assigned staff, including on-site supervision for school district staff, monitoring and review of paperwork and monthly reporting, and conducting annual performance evaluations.
  • Plans, coordinates, and facilitates staff meetings and regional staff in-services.
  • Participates in the development and management of assigned budgets, including developing and monitoring program budgets, tracking and approving expenditures, conducting program evaluations, and reporting.
  • Identifies and advocates for the educational needs of “at-risk” students to administrators and staff, as well as parents throughout the NWESD.
  • Oversees policy and procedural review for contractual and regulatory compliance and coordinates staff coverage.
  • Collaborates with community partners; may participate in community coalition activities for systemic student engagement and prevention efforts.
  • Assists the Director with job postings of vacant positions, staff interviews, and hiring activities.
  • Conducts structured orientation for new staff and arranges for job shadowing.
  • Provides administrative support to assigned staff; monitors compliance; facilitates weekly staff meetings to address personnel, program issues; and assists with monthly targets, billing processes, and state and county reports.
  • May provide technical assistance to school districts, schools, and individual staff with regard to identifying and recommending age-appropriate curriculum in addition to providing technical assistance on the instructional uses of the curriculum.
  • Provides leadership, technical assistance, and training to BHPS projects and grants.
  • May develop, coordinate, schedule, and provide in-service trainings for school district staff, families, and community members.
  • May serve as a liaison to the Office of the Superintendent of Public Instruction to assist Local Education Agencies in preparing program proposals, implementing approved grants, and in preparing for the program review process as requested.
  • Networks and collaborates with numerous agencies to carry out the goals and objectives of the BHPS Department under the direction of the BHPS Director.
  • Assists with technical writing such as grants, needs assessments, and maintaining inventories on a database. Performs other technical writing as assigned.
  • Completes required paperwork, including monthly activity summary, travel forms, and calendars.
  • Assists with other duties in the absence of other department personnel as appropriate.

Required knowledge, skills, and abilities:

  • Knowledge of state and federal requirements and regulations related to grants and oversight.
  • Knowledge of effective leadership and decision-making techniques.
  • Knowledge of effective teaching and training techniques and demonstrated use of such.
  • Knowledge of computer and software applications and related academic uses.
  • Knowledge of prevention and intervention systems.
  • Knowledge of Systems of Care and Complex Trauma principles (preferred).
  • Ability to work independently using effective time management and organizational skills.
  • Ability to design, write, and present curriculum for workshops, in-services, and trainings one-on-one or to a group of school district staff.
  • Ability to organize order and maintain a curriculum and reference material library.
  • Ability to read and interpret grant applications and communicate such to individuals with varying levels of actual grant administration experience.
  • Ability to effectively assist and work cooperatively with a multitude of agencies, including nine ESDs and approximately 35 school districts.
  • Ability to communicate effectively in both oral and written format.
  • Ability to produce accurate, clear, and concise statistical reports.
  • Ability to establish and maintain effective working relationships with co-workers at NWESD, local school district staff, OSPI staff, other ESD staff, vendors, public agencies, and the public.
  • Ability to conduct comprehensive school-specific assessments.
  • Ability to oversee training activities including advertising and program delivery for assigned projects.
  • Ability to travel and have reliable transportation.

Qualifications

Student Assistance Professional: Bachelor’s degree required with focus on Counseling, Psychology, Social Work, Education, Human Services or Public Health preferred. One year of experience in the school setting or in community services working with youth, experience working in the substance prevention and/or treatment field preferred. Successful experience in working with and collaborating with community agencies. Other preferred qualifications include WA State Chemical Dependency Professional Certificate with experience working as a school-based substance abuse intervention specialist; OR, Bachelors’ Degree in Education with a minimum 15 hours’ training in alcohol and other drug abuse issues; OR, WA State licensed psychologist as defined under RCW 18.83, have or qualify for WA ESA school counseling certificate, social worker, psychologist; OR, LICSW, LMHC, LMFT and/or children’s mental health specialist as defined by RCW. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.

Behavioral Health & Prevention Services Coordinator Qualifications: A degree from an accredited four-year institution of higher education is required. An academic background or equivalent work experience in a field related to youth development such as education, psychology, sociology, social work, or nursing is required. Three years of experience working with at-risk youth in a school setting is required. Experience working with community agencies in the prevention or advocacy fields with school age youth preferred. An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.

Employment Conditions and Benefits

8 hours per day, Monday - Friday, 200 days per year. Some evenings and weekends may be required.

This position is 50% Coordinator and 50% Student Assistance Professional.

Working Conditions/Physical Requirements: Work is performed mainly in an office/school environment, with some traveling to districts and affiliate agencies, as well as for workshops, committee representation, and conferences. Please see job description for details.

Hazards: Potential hazards are present based on the fact that the position requires the incumbent to drive a significant amount. Hazards may include but are not limited to traveling alone, driving in inclement weather conditions, varied road conditions, rush hour traffic, etc.

Salary Range

$60,616.00 - $68,264.00
