Basic Function
HF Sinclair in Anacortes, WA is seeking a SIS Specialist. This position is responsible for the run and maintain technical oversight of PSR’s SIS systems, and technical assistance to other groups in support of SIS and other instrument and control systems.
Job Duties
- Delivers instrumentation technical expertise to support reliable refinery production and maintenance including, but not limited to:
- Provides day to day instrument and control technical support to refinery Production Department as well as refinery I/E Department as required.
- Inspects field construction/installation as needed for instrumentation assurance.
- Provides support for specialized instrumentation systems including, but not limited to Honeywell DCS, PLC’s, Instrument Protective Functions, Compressor Controls Corporation, Bently Nevada Vibration Monitoring.
- Performs plant instrument range changes including required MOC, ISU, Flowel updates and all associated documentation updates.
- Provides technical expertise to support plant control valves and isolation valves (EIV/EDV/DP70) including, but not limited to valve/actuator selection, sizing, material selection, locating spare parts, and assisting refinery Production and I/E Departments with valve troubleshooting.
- Responsible for developing instrument scope for TA and maintenance outages, providing QA on engineering packages and procured parts, field support during execution and documentation post event.
- Provides design, material selection and procurement necessary to issue Engineering Specifications or Bill of Materials for expense category instrumentation projects.
- Provides instrument and control technical support to refinery T/A Department as well as refinery I/E Department as required during refinery unit turnarounds.
- Performs TOP/CR Level 1 and Level 2 Incident Investigations.
- Responsible for supporting equipment care plans within MEC (RCM) – maintaining instrument specific PM procedures, applying PM plans for new equipment or projects, recommending and approving appropriate spare parts. Special emphasis support may be required for Custody Transfer Meters program (calibration & certification and to analyzers.
- Provides technical assistance related to PLCs including programming and new installations.
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
Experience
Five (5) years refinery or chemical plant experience in instrument and SIS maintenance. Familiarity with instrument troubleshooting, testing, and calibration techniques required. SIS testing and documentation experience. Logic system troubleshooting experience.
Preferred Experience
Technical degree or equivalent plant experience in instrumentation and control systems. PLC and SIS system programming, preferably Triconex TMR programming. PLC / SIS hardware and firmware maintenance experience. SIS test procedure development. Knowledge of industry standards and practices including IEC 61511. Basic knowledge of instrument-electrical codes and standards desired (NEC, ISA, API, etc). Education Level A minimum of a Journeyman-level technical certification/degree in instrumentation or a related field; or an equivalent combination of education and work experience, is required.

Required Skills
Ability to lead and direct thr work of other associates.Strong problem solving skills required. Knowledge of DCS, PLC, and field instrumentation including, but not limited to; instrumentation required for pressure, temperature, flow, level and equipment monitoring controls. Strong verbal and written communication skills required. Must be able to work with all levels of the organization as well as equipment vendors and contractors. Computer program familiarity with MS Office suite.
Supervisory/Managerial Responsibility
May be responsible for the supervision of contracted Inspectors and Technicians.
Work Conditions
Office and field based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, exposure to the risk of electrical shock, and working in confined spaces. Subject to all temperatures, weather, and varying road conditions. Extensive use of computers with business and engineering applications (Email, spreadsheet, CAD, engineering design programs, etc).

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.
This position has a salary minimum of $94,500.00 and maximum of $164,500.00.
