HF Sinclair in Anacortes, WA is seeking an Instrument Engineer with experience (or ambition) to become the site’s SIS Engineer. This position is responsible for instrument engineering and SIS system engineering support to the refinery. Instrument Engineering is a core competency necessary to develop the successful candidate to become the site’s SIS Engineer in addition to non-SIS Instrument Engineering functions. Assures and certifies the site’s compliance with SIS design, application, maintenance, testing, and operation requirements in accordance with industry practices and standards and legal requirements.
Job Duties
- Interprets industry standards and legal requirements related to instrumentation and SIS systems.
- Provides technical assurance for all work within their scope, assuring delivery of department technical strategy and compliance with company and industry engineering standards and best practices.
- Contributes to site and corporate strategy development in Instrumentation and SIS systems.
- Identifies and pursues tactics to keep site aligned with instrumentation and SIS system strategy and goals. Participates in ongoing project and turnaround planning to assure continuous progress against these goals.
- Provides direct support to maintenance and production departments.
- Applies Management of Change work process for all aspects of instrumentation/control and SIS systems in the refinery, assuring that all such work is sufficiently evaluated and correctly executed.
- Identifies and helps realize work process improvement opportunities
- Directly supports all work within the Instrument Engineering group, including work outside of their own normal scope, as required to accommodate team resource needs. Participates in shared off-hours response as such need may arise, either directly or at the request of another team member. (Note, off-hours requests are not excessive but do occur periodically and can be urgent).
- As a senior team member, mentors and provides guidance to team members, maintenance and operations personnel, and others
- Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
Education Level
A minimum of bachelor of science degree in an engineering discipline.
Experience
Five (5) or more years refinery, chemical or similar manufacturing experience in instrument engineering. Knowledge or Awareness of DCS systems and PLCs is required; Honeywell DCS preferred. Extensive experience with management of change as applied to control systems discipline. TUV or ISA certification in Safety Instrumented Systems, or equivalent experience and readily able to become certified.
Required Skills
Advanced instrumentation technical skill, including specification, design, demonstration of availability, obsolescence planning, maintenance practices, etc.Excellent interpersonal skills, and ability to lead and direct the work of others including maintenance, operations, engineers, contractors, etc. Strong, audience-appropriate verbal and written communication skills; comfortable taking a persuasive stance to establish and defend technical strategy. Strong problem-solving skills required. Demonstrated history of establishing and achieving personal and site goals, and inspiring of others to do the same. Extensive knowledge of DCS, PLC, and field instrumentation including, but not limited to; pressure, temperature, flow, level and equipment monitoring and controls; DCS systems; PLC implementation and use including safety PLCs. Must be able to work effectively with all levels of the organization as well as external parties such as vendors and contractors.
Supervisory/Managerial Responsibility
Expected to act as leader of informal teams and ad hoc formal teams; and to guide team members in accordance with HFSinclair values and site strategy during challenging circumstances such as incident investigations or abnormal operational situations.
Work Conditions
Office and field based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, exposure to the risk of electrical shock, and working in confined spaces. Subject to all temperatures, weather, and varying road conditions. Extensive use of computers with business and engineering applications (Email, spreadsheet, CAD, engineering design programs, etc).

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.
This position has a salary minimum of $71,400.00 and maximum of $195,100.00.
