HF Sinclair in Anacortes, WA is seeking an Electrical Engineering Team Lead. This position will oversee departmental requirements specific to Electrical Engineering.
Job Duties
ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)
- Responsible for development and performance management of Electrical Engineering staff
- Responsible for the electrical discipline technical support and assurance for the site.
- Responsible for providing input and guidance to the electrical safety and integrity programs including but not limited to:
- Electrical Equipment Preventative Maintenance
- Electrical NFPA 70E compliance
- Electrical System Protective Relay Coordination
- Compliance with the National Electric Code
- Compliance with WECC/NERC
- Compliance with corporate and industry standards
- Responsible for monitoring the results of the above programs and initiating/leading improvements as necessary
- Responsible for initiating power distribution system modifications to prevent deterioration and obsolescence of the distribution system.
- Responsible for the Electrical Reliability Centered Maintenance program including review of PM deferrals.
- Provides input to training needs for electrical crafts and inspectors
- Monitoring of metrics related to task completion and quality for adjustment
- Responsible for PSR’s reliability performance, as influenced by the reliability and availability of the site’s electrical components.
- Responsible for managing budgets associated with electrical discipline, including testing, training, external contractor support, and tools/equipment purchases.
- Responsible for the Electrical infrastructure plan, including upkeep/forecast of the site 10-year plan
- Develop projects to enhance refinery reliability through equipment upgrades
- Provide or coordinate technical input and assurance programs for projects
- Responsible for assuring of Electrical scope for the maintenance or TA outages, as well as, assurance of scope from design/engineering, execution, start up, and documentation.
- Responsible for setting requirements and assurance of plant electrical one-line diagrams and protective relay settings and coordination models.
- Mitigate Threats and Opportunities: Assures electrical discipline is performing their role in support of the production teams and the MTO process.
- Back up contact for the development of design Bills of Materials within the electrical discipline, in support of run and maintain as well as turnaround activities. This includes leading electrical contract technical resources to manage peak workloads.
- Represents the site within the Electrical peer group, serving as the site Focal Point on the Electrical Technical Discipline Network.
- Proactive Technical Monitoring – Assure that PSR has an effective Electrical Engineering monitoring plan and reviews at set frequency.
- Responsible for setting requirements and assurance for electrical storehouse strategy, GSAP hierarchy, and BOMs set against electrical equipment, as applicable
- Responsible for maintaining relationships with contract resources
Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.
Experience
A minimum of 10 years of Refining, Industrial Power, or related experience is required.
Education Level
A minimum of a Bachelor’s Degree in Engineering is required.
Required Skills
Ability to lead and direct the work of others – typically individual contributors. Working knowledge of commonly used engineering concepts and ability to apply this knowledge analytically and to stay abreast of new technology developments and processes is essential. Knowledge of Microsoft products and experience with engineering software. Proven leadership skills in coaching employees and management skills in scheduling, budgeting, and manpower requirements. Ability to communicate effectively with others, both written and verbal communication. Familiarity with standards and practices of the specific discipline. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.
Supervisory/Managerial Responsibility
Responsible for the supervision of an Engineer, Inspector and may oversee outside contract engineers depending on assignment.
Work Conditions
Office and petroleum refinery based with up to 20% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, loud noises, vibrations, fumes or airborne particles and wet and/or oil contaminated conditions, at both below grade and elevated positions. Subject to all temperatures, weather and varying road conditions.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.
This position has a salary minimum of $119,600.00, midpoint of $167,400.00, and maximum of $215,200.00.
