Summary
Under supervision of the Crime Prevention Lieutenant, the Outreach Supervisor plans, organizes, directs, and participates int the operational activities of personnel assigned to Outreach Services providing care to a targeted demographic within the City of Mount Vernon.

Essential duties and responsibilities may include, but are not limited to, the following:
- Develops, recommends, initiates, and organizes programs, policies, procedures, and projects to assist in efficiently addressing the human and social service needs of the target population served within the community.
- Directs and assigns tasks to department employees and volunteers in planning and implementing the mission, goals, and objectives of outreach services; evaluates the performance of subordinate personnel and implements corrective action as needed.
- Establishes and administers screening and tracking systems for people with social service needs and links to service providers.
- Monitors unit members delivery of social services towards circumstances involving behavioral health, substance abuse, medically assisted treatment, and conditions influenced by poverty and homelessness to ensure Department rules, procedures, and best practices are being followed.
- Responds to emergency service calls with division employees to evaluate performance, inspect equipment, and ensure services are delivered in accordance with policies, training, and professional practices.
- Participates in organizational development through planning, research, and evaluation processes.
- Reviews reports submitted by Outreach Specialists, Case Managers, ARNP and volunteers for accuracy and completeness.
- Maintains open and effective communication with other supervisors to coordinate squad/unit/division efforts with other departments and agencies.
- Develops a network of working relationships with voluntary outreach programs, Skagit County Justice Center, Skagit County Crisis Center, behavioral health treatment providers and groups, emergency housing providers, veteran services, and other social service providers; coordinates tasks and projects as needed.
- Studies and analyzes program participation to determine recommendations for improvement of existing and development of new programs.
- Collects and prepares data for daily status reports, weekly and monthly outcome summaries, and submittal for grants; reviews statistical data and identify future trends.
- Maintains accurate documentation of service objectives and outcomes as well as other services in accordance with Federal, State, County and City Guidelines.
- Attends function related community, coalition, and committee meetings serving and contributing subject matter expertise; participates in various meetings, seminars, and training sessions as required.
- Promotes best practices in treatment approaches, support systems, and interventions.
- Meets and interviews families, and other care providers to assess the needs and eligibility of services; advocates the needs of contacts within and outside system; liaise between contact, caregivers, and service providers.
- Attends and testifies at court hearings and other legal proceedings as required.
- Performs related duties as assigned.
Qualifications
Master’s degree in Social Work AND four (4) years of experience in the direct treatment of people with acute and severe mental illness, substance use issues, and homeless issues, OR an equivalent combination of education, training, and experience.

- Supervisory principles and practices.
- Medicaid, Medicare, and Social Security Entitlement programs; Social Security Income guidelines.
- Addiction process, substance use disorder treatment approaches, and expected outcomes.
Skill in:- Maintaining accurate records and filing systems.
- Recognizing presentation of mental illness and related behaviors and understanding appropriate clinical interventions.
- Observing, evaluating, and interpreting behavior.
- Applying assessment and social casework techniques.
- Interacting tactfully and professionally with City staff, outside agencies, and the public.
- Recognizing personal signs of secondary trauma and prioritizing self-care.
- Providing effective supervision, leadership, and direction to assigned staff.
- Assessing, developing, navigating, and documenting an individualized care plan with the community member.
- Preparing and presenting departmental reports and public presentations to various audiences.
- Organizing and prioritizing tasks to meet deadlines.
- Completing multiple tasks simultaneously.
- Typing and entering data with speed and accuracy.
- Preparing clear and concise communications, reports, and technical documents.
- Analyzing complex issues and implementing appropriate responses.
- Establishing and maintaining cooperative working relationships.
- Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS- Must possess a valid driver's license.
