Job Description

The Street/Sewer/System Maintenance Technician performs a variety of specialized duties in the construction, maintenance, and repair of City streets, sewer, and systems. Routine operations include operation of heavy equipment and light vehicles, specialized equipment, and power tools. The Street/Sewer/System Maintenance Technician is responsible for working independently in various conditions throughout the workday as well as collaboration with the general operations department. Participation in CDL program is required.

Job Responsibilities

  1. Perform specialized duties in the construction, maintenance and repair of City streets, sewer lines, alleys, rights-of-way, and sidewalks; prepare and perform excavation, subgrade preparation, surface treatments, paving, overlays, cold and hot patching, and sealing.
  2. Operate street sweepers to remove dirt and debris from City streets, flush and clean streets, and sidewalks with water.
  3. Blade and maintain road shoulders with a grader; clean and trench ditches and culverts; fabricate, repair, and maintain standard roadside appurtenances.
  4. Cut streets and sidewalks with specialized saws; load debris, concrete, asphalt and other waste materials into dump trucks and haul to waste sites.
  5. Set cones and barricades for traffic control per the Traffic Control Flagger Certification Handbook. Provide flagging and set up work zones per Traffic Control Flagger Certification Handbook. May direct traffic under certain working conditions.
  6. Create, install, and replace street signs.
  7. Maintain excellent public relations and ensure that public inquiries are answered in a courteous manner. Where appropriate refer public inquiries to lead technician or supervisor.
  8. Dig and backfill excavations manually and using light equipment; assist in the cleanup of job sites; perform general cleanup within rights-of-way and other areas as required; direct cleanup crews as assigned.
  9. Operate painting equipment to paint crosswalks, curbs, and traffic flow indicators.
  10. May work closely with contractors and engineers on street projects.
  11. Assist in the estimation of concrete material needed for pavement and finishing projects, including streets, catch basin repairs, sidewalks, driveways, and curbs.
  12. Perform duties related to flood, snow, ice and vegetation control and removal and the cleanup of hazardous waste spills. Control snow and ice on City streets and rights-of-way by plowing, sanding, and de-icing.
  13. Assist in a variety of construction projects and duties, including building forms and mixing, pouring, and finishing cement; assist in street, pavement, sidewalk, curb, and gutter construction.
  14. Assist in the excavation of trenches to proper grade and line, placing bedding and laying pipe and appurtenances; backfill trenches and test piping; assist in cutting, threading, and coating pipe and caulking joints; assist in leak detection and repair.
  15. Read maps, blueprints, and schematics to locate storm, sanitary sewer, and water lines.
  16. Update and revise maps and diagrams of streets, pipe, and manhole locations.
  17. Performs vegetation control on City rights-of-way.
  18. Operate a variety of heavy and light equipment, specialized equipment and hand and power tools, forklift, front load garbage truck, and roll off container truck. Knowledge and ability to perform daily vehicle inspections prior to placing vehicle in service.
  19. Maintain a variety of records including system operations, inspections, preventive maintenance, and materials use records; maintain field records related to hydrants and valves.
  20. Must be mechanically inclined and can describe an equipment problem to maintenance personnel.
  21. Proficiently use city specific computers and tablets with associated programs.
  22. Maintains inventory of tools, equipment, supplies, dumpsters etc.; maintains vehicles, tools, and equipment in a clean, safe, and proper working condition.
  23. Knowledge of proper lifting techniques and basic health and safety practices.
  24. Flexibility to respond to operations emergency call-ins for off duty hours.
  25. Perform work in accordance with all Federal, State, and local laws, rules regulations and within mandated and appropriate safety standards.
  26. Observe legal and defensive driving practices.
  27. Position requires regular dependable attendance.
  28. Perform related tasks as required.

Qualifications

QUALIFICATIONS: Requires a high school diploma or equivalent. 2+ years’ experience in street/sewer/system roles with heavy equipment operation preferred.

Licenses and other requirements: Position requires ability to obtain a valid Washington State Class A Commercial driver’s license. Must have or be able to obtain other required endorsements, certificates, and licenses required for position. Examples include flagging card or forklift certification. As an absolute condition of employment, employees are required upon hire to sign a drug-free workplace agreement and an agreement not to use tobacco products of any kind while on the job. Requires participation in CDL program.

KNOWLEDGE AND ABILITIES:

Knowledge of:

  • Must be mechanically inclined and can describe an equipment problem to maintenance personnel.
  • Safe and proficient operation of light and heavy-duty vehicles and equipment.
  • Operation, use, and care of hand and power tools and specialized equipment used in the specific maintenance area as well as within general construction and maintenance work and grounds keeping.
  • Applicable codes, regulations, and standards.
  • Policies and objectives of assigned City systems and activities.
  • Local topography and geography.
  • Operation of light and heavy vehicles and equipment.
  • Knowledge of proper lifting techniques and basic health and safety practices.

Ability to:

  • Perform a variety of advanced and specialized duties in the Street/Sewer/System Department.
  • Operate specialized tools and equipment used within the area of specialization to perform advanced maintenance and repair.
  • Understand and follow oral and written directions.
  • Work cooperatively with others as well as independently.
  • Determine appropriate action within clearly defined guidelines.
  • Meet schedules and timelines.
  • Ability to monitor radio and phone communications while doing other work throughout the day.
  • Respond to emergency situations.
  • Maintain records and reports related to work performed.
  • Observe and inspect facilities and equipment for maintenance and repair needs and fire, safety, and health hazards.
  • Perform heavy physical labor.
  • Maintain an acceptable driving record, drive defensively, and follow all driving laws.

Miscellaneous Information

LEVEL OF AUTHORITY: Under the direction of an assigned supervisor, this position receives close to moderate supervision, depending on experience and complexity of tasks. Expected to perform routine assignments independently following applicable city ordinances, governing laws and generally accepted procedures and practices.

WORK ENVIRONMENT: Work is performed out in the community in varying weather conditions with usual hazards associated with solid waste collection and traffic. May be exposed to raw sewage, toxic or unpleasant gasses, heights, chemicals, and un-sanitary or slippery conditions. Ability to work in extreme temperature conditions is necessary.

PHYSICAL: Physical strength and ability sufficient to perform heavy manual labor for extended periods. Heavy labor is defined for example as operating an 85-pound jackhammer. Ability to maintain continuous physical effort throughout the shift, including frequent bending, walking, stooping, reaching, digging, raking and heavy lifting. Ability to work at heights including from a boom truck. Ability to sit at a workstation for extended periods and drive a solid waste truck for up to seven hours a day. Ability to stand, work, and drive throughout shift.
