This is a journey-level position in the Fleet Services department of Public Works. Responsible for maintaining all City of Anacortes owned and operated automotive, light and heavy equipment in operational condition. All repairs, preventative maintenance, fabrication and up-fits are performed with great accuracy and with an emphasis on timeliness and organizational priorities. This work primarily involves tasks including but not limited to the mechanical repair, maintenance and service all types of automobiles and equipment.
Job Responsibilities

This position performs a variety of both automotive and equipment technician work, including, but not limited to, the following duties:
- Understand the operation of and be able to operate many different types of construction and specialty pieces of equipment.
- Perform journey-level general repair and maintenance work to all City automobiles, police vehicles, light and heavy trucks, gasoline and diesel engines, gasoline/electric hybrid engines/motors, tractors, sweepers, forklifts, emergency standby generators, graders, mowers, backhoes, solid waste trucks, fire trucks and other automotive and mechanical equipment.
- Diagnose, install, and repair alternative fuel vehicle systems such as propane, electric and hybrid systems.
- Inspect, diagnose, adjust, and replace as necessary parts related to hydraulic, pneumatic, cooling, fuel, and exhaust systems.
- Diagnose and repair hydraulic and air brakes, ignition systems, electrical systems, transmissions, differentials, rear axle assemblies; repair and install hydraulic systems and tune engines
- Troubleshoot automotive and heavy-duty equipment using both factory and aftermarket computer diagnostic equipment.
- Weld and fabricate items for repair as well as for other department projects.
- Assist in controlling parts and equipment inventories. Will assist in parts acquisitions including retrieving bids and securing best possible prices and complying with City policies.
- Up-fit new police, fire and utility vehicles with all public safety equipment, including light bars, radios, decals, etc.
- Document all work in computerized Fleet Management system daily; research parts research parts, diagnose vehicles, and communicate with vendors and other City employees.
- Maintain and perform upkeep of shop and equipment which may include painting, sanding, scrubbing, pressure washing, cleaning and organizing.
- Perform related work as required as well as assist other Public Works departments as assigned.
Qualifications

QUALIFICATIONS: Associate of Technical Arts (ATA) degree (or equivalent) in Automotive or Diesel Technology from an accredited school AND one (1) year related work experience; OR a minimum of six (6) years of journey-level work experience in appropriate automotive or heavy-duty field. Required to complete the Emergency Vehicle Technician (EVT) certification process and gain certifications within 12 months; training provided.
Licenses and other requirements: Must possess and maintain a Commercial Driver’s License (CDL). Class A with air brake and tanker endorsement preferred, OR ability to obtain Class A CDL within 10 months of hire. Current Class B with air brake and tanker endorsement at date of hire will be accepted. Valid Washington State driver's license.
KNOWLEDGE AND ABILITIES:
Knowledge of:
- Repair and diagnostic practices for automotive/heavy duty equipment and of tools used in fleet repair operations, including computer diagnostics.
- The operating and repair/maintenance principles of gasoline, diesel, propane, hybrids, electric motors, hydraulic systems and construction equipment.
Ability to:
- Understand and carry out oral and written instructions.
- Adapt available tools and repair parts to specific repair problems.
- Care for and use various types of automotive hand and shop tools.
- Troubleshoot, adjust, and repair defects in vehicle engines, electrical systems, transmissions, and adjoining mechanical components.
- Work independently and prioritize time and assignments.
- Accurately document all work performed and parts used in electronic Fleet Maintenance database and proficiently use computers including Microsoft Office.
- Establish and maintain cooperative and effective working relationships with co-workers, supervisors, other City staff, and the public.
- Ability to read and understand various manuals, blueprints, wire and hydraulic schematics.
- Keep a clean and tidy workspace free from debris and safety hazards.
- Work safely and in compliance with federal and state laws and regulations, and with City laws, policies and standards.

LEVEL OF AUTHORITY: Responsibly performs assigned work with only general direction, ensuring that applicable governing laws and generally accepted practices and procedures are followed.
WORK ENVIRONMENT: Work is performed both in the field and in a shop setting. Work is also performed in all kinds of weather conditions and with the usual hazards associated with construction sites. May be exposed to raw sewage, toxic or unpleasant gasses, heights, chemicals, and unsanitary or slippery conditions. The noise level in the work environment can be loud and hearing protection and all appropriate PPE is required.
PHYSICAL: Physical ability and stamina sufficient to maintain continuous physical effort throughout shift, including frequent lifting, standing, stooping, bending, crawling, reaching, twisting, climbing and working overhead. The work requires significant mobility and agility to complete repairs. Ability to work in close confined spaces. Physical strength and ability sufficient to perform heavy manual labor for extended periods under dusty, dirty, and uncomfortable conditions and in all kinds of weather. Heavy labor is defined, for example as exerting force sufficient to lift 80 to 100 pounds, sometimes overhead.
